In compliance with Board policies and procedures, responsible for the design, implementation and management of Research and Assessment projects to support system and school-level planning for continuous improvement. Responsible for providing consultative services and professional development to staff at all levels of the organization to support the effective system and school use of data for planning, decision making and policy direction.

MAJOR RESPONSIBILITIES:
- To manage all phases of Research and Assessment projects that support improved student achievement, continuous improvement planning, evaluations of the effectiveness of Board programs and services and other initiatives within Research and Assessment Services.
- To establish and manage project teams consisting of key stakeholders, and coordinate project activities, including the design, implementation and communication of Research and evaluation projects.
- To provide Research and Assessment related consultative services and recommendations to staff at all levels in clarifying their research questions or information needs, and developing appropriate data collection, analysis and reporting methods.
- To collect and analyze qualitative and quantitative data from Research and evaluation projects, and develop and monitor quality control measures, including performing, summarizing and presenting complex statistical and qualitative data analysis.
- To write research proposals, literature review, and reports of Research and evaluation studies, and present research findings to a variety of audiences, internal and external.
- To provide education and support to staff and stakeholders in the utilization and application of project results, including implications for policy direction.
- To design and develop innovative web-based materials and other resources to support the effective system and school use of research information and data for planning and decision making.
- To consult with staff at all levels regarding their learning needs, and design and deliver professional development that focuses on building the capacity of staff at all levels to understand and use data for school, department and system planning and decision-making.
- To chair, facilitate and/or represent Research and Assessment Services on selected committees related to continuous improvement planning processes, Research and Assessment projects, and other system, department or school priorities and initiatives.
- To support the External Research Review process and monitor the activities of external researchers to ensure responsiveness to school concerns and priorities for students, as well as compliance with ethical standards and FOIPOP legislation.
- To collaborate with professional organizations and the Ministry of Education, as required, to ensure that the Board has input into, and access to timely information about issues of provincial and local concern.
- To design, lead, and implement outcomes of consultation with internal and external stakeholders including subject matter experts, staff at all levels of the Board, and community members in support of Research and Assessment projects.
- To apply Data Visualization techniques to presentations and reports to support communication of research findings to a variety of audiences.
- To keep abreast of current educational Research and evaluation methods and educational trends to ensure that the Board’s Research and Assessment activities to provide up-to-date and relevant information for planning and decision making.

EDUCATION, EXPERIENCE AND QUALIFICATIONS:
- A Master’s degree in education or a relevant social sciences discipline, including graduate level training in research methods and statistics is required.
- A minimum of five years in conducting educational Research and evaluation projects or related experience in a school board setting is required.
- Excellent knowledge of research methods and survey design, as well as qualitative and quantitative data analysis methods is required.
- Experience in using a variety of software applications for preparing reports, database management and statistical analysis is required (e.g. SPSS, Power BI, R, SQL, Python, Qualtrics, Access, Excel, PowerPoint).
- Excellent time management, oral and written communication and presentation skills are required.
- Strong leadership skills in collaboration and teamwork are required. Ability to deal effectively with a variety of individuals and groups both within and outside the Board is required.
