Job Function:

Maintain and process inputs for, as well as assess the accuracy of, the database for schemes belonging in Protection and Control Management Information System (PCMIS). Ensure compliance of field commissioning submissions and be responsible for compiling in-service packages to confirm regulatory compliance. Support common issues related to field use of commissioning workbooks. Collect and store/file performance data records capture by remote Disturbance Monitoring Equipment (DME) for the elements comprising the bulk electricity system for use by NOEA and TODS personnel. Assist in the preparation of reports on PCMIS and NOEA status, performance and statistics. Assist in the development and production of forms and procedures for reporting and recording data. Assist in the development and modification of computer programs and interfaces for processing statistical data and with special studies involving stored information and retrieval. 

 

Job Description:

  1. Perform reviews on settings and installation hierarchy for newly installed protection, telecommunications, metering and control equipment and the associated items of power equipment. Examine pertinent specifications and drawings and discuss with design and functional groups as necessary, to ensure system of record completion. Discuss concerns with senior staff where equipment issues arise. Review designs and Drawings for record accuracy.
  2. Create/support work packages (Hierarchy Requests, ISPs) for LV protection elements to be stored in the System of Record (currently PCMIS). Support Distribution Lines LOBs in works package compliance.
  3. Initiate NOEA process workflows based on system events and notifications as directed. Communicate with field stations personnel to identify and recover the relevant data records from field relaying and relevant equipment in a timely manner for analysis.
  4. Act as a support resource to Field P&C staff for the access to, or use of, PCMIS and or DME work files and/or configurations/settings for commissioning or maintenance needs.
  5. Provide ongoing operation of the downloading facility including routine checks on both the health of the master station and the remote Disturbance Monitoring Equipment (DME) and satellite clocks. Assist in support for both analog modems and network protocols. Work with senior staff and field staff to provide direction and issue work notifications to repair remote DME failures of equipment or communications equipment. Ensure that defect reports for DME are correctly processed to provide reliable asset performance data.
  6. Maintain DME device records in the Protection and Control Management Information System (PCMIS). Draft review proposed configuration changes. Ensure that DME configuration changes are performed, as required.
  7. Assist in the development and modification of computer programs for processing statistical data and producing output reports.
  8. Participate in elements of the P&C training program. Provide support for device information gathering and document development.
  9. Prepare and submit reports on completion of work, or at significant stages of progress, for Supervisor's review and/or approval.
  10. Perform other duties as required.

 

Selection Criteria:

Education:

  • Requires knowledge of electrical and electronic technology, mathematics, physics and related subjects to related to the operation and design of relays to carry out comprehensive analysis of high-voltage system Protection Performance.
  • Requires a good knowledge of English to communicate effectively with internal and external contacts and the preparation of reports. This knowledge is considered to be normally acquired either through the successful completion of Grade XII in a Secondary, Commercial or Technical School plus a three-year course of concentrated study in the appropriate subjects obtained in the Province of Ontario from a College of Applied Arts and Technology, Polytechnical Institute or Community College or by having the equivalent level of education.

 

Experience:

  • Requires experience with relays and protective schemes to understand various system elements practices and processes of operation and their behaviour under system fault conditions.
  • Requires experience with the bulk electrical system network to understand the effect of system faults. Requires experience to be familiar with the interpreting of reports and data on system performance and extracting such information for studies. A period of up to four years is considered necessary to gain this experience.
