The Ministry of Treasury Board and Finance focuses on accountability, financial management, controllership, and human resource administration, as well as regulates Alberta's financial, insurance, pensions sectors.
The Treasury Board Secretariat (TBS) Division in Treasury Board and Finance (TBF) leads the development of the Government of Alberta's (GoA) annual budget. TBS leads the quarterly process through which in-year budget adjustments are made. TBS undertakes information gathering, synthesis and analysis to support Treasury Board's fiscal and general management decisions for the GoA. TBS is also accountable for the development of major fiscal documents and supporting evidence-based fiscal decision-making under the Financial Administration Act and the Fiscal Planning and Transparency Act. The division is accountable for secretariat support to Treasury Board.

Role
Reporting to the Deputy Minister, TBF, the Senior Assistant Deputy Minister (ADM) Treasury Board Secretariat will be responsible for providing timely, relevant and accurate budget and capital planning analysis, advice and recommendations to decision makers (Ministers, Treasury Board, Cabinet, Executive Council and other elected officials). The business units that TBS are responsible for include Budget Development and Planning, Revenue, Reporting and Information Systems, Capital Planning and Corporate Planning. These include coordination of government's fiscal planning, spanning operating and capital spending and revenue forecasting.
In this role, you will also lead the secretariat function to Treasury Board and support the President of Treasury Board and Minister of Finance in their role as Chair of Treasury Board. You will ensure the effective secretariat support for GoA's Treasury Board by providing procedural, tactical and strategic advice and by developing and implementing a strategic plan for Treasury Board that equips the committee to make budget and in year fiscal decisions. In addition, you will work with Executive Council to ensure Treasury Board processes are aligned with Cabinet decision-making.
As a member of the department's Executive Team, you will share responsibility for policy development, planning and implementing cross-ministry initiatives, and contributing to the achievement of government's corporate goals.
Your executive leadership experience will be critical in providing coherent and strategic vision to team members who possess a broad range of technical expertise. Your strategic focus and technical knowledge will be foundational, as you build commitment through teamwork and strategic partnerships, combined with an emphasis on working collaboratively, developing and supporting integrated planning, policy development and issues management, using the shared ideas from interest groups and key stakeholders.
Qualifications
This role demands an influential and highly credible leader with extensive and varied executive management experience within complex multi-stakeholder environments. Your background includes strong knowledge of senior financial management techniques, strategic planning processes within the public sector, and legislation and regulations. Additionally, you demonstrate strength in leading initiatives, excellent strategic judgment and are able to translate essential information (complex policy considerations) into action. You are recognized for building alliances and partnerships with a broad range of internal and external stakeholders. Your political acumen, and reputation for empowering and leading teams will support your success. A related graduate degree is preferred.
Salary
$6,035.80 - $7,921.30 bi-weekly ($157,534 - $206,745 yearly)
