Capital Investment Planning is responsible for stewarding a strategic corporate capital planning process and methodology to create The City's capital infrastructure investment plan. The team prioritizes and optimizes The City's investments through portfolio management to support infrastructure resilience, integrated service delivery and intentional management of The City's capital portfolio. 

As a Senior Capital Consultant in the Capital Investment Planning division, reporting to the Leader, Capital Prioritization, Strategy and Planning, you will provide leadership, coordination and analytical expertise for corporate capital planning. Primary duties include: 

  • Provide direct supervision and support for staff, including performance management, staff development, and succession planning.

  • Develop corporate-wide strategies related to capital infrastructure investment.

  • Research and implement advancements to the corporate capital infrastructure investment prioritization framework and methodology.

  • Develop and improve systems and live dashboards for capital decision making, grant initiatives, and portfolio management (including reporting) of the corporate capital portfolio and other areas of work, as required.

  • Make recommendations on the sequencing and optimization of capital investments.

  • Support the development of multi-year capital service plans and budgets.

  • Consult with capital service representatives, Climate, Equity, Corporate Economics, and other capital interest holders.

  • Manage internal interest holder relationships, including senior leadership, Council and members of the public.

  • Develop Requests for Proposals, evaluate submissions, and oversee deliverables with third-party consultants.
 
Qualifications 
  • A graduate degree in a related field with at least 8 years of progressive, relevant experience, including previous leadership experience (formal or informal) in a demanding and dynamic environment.

  • Equivalent combinations of experience and education may be considered. 

  • A proven ability to prepare and present complex reports and presentations is required.

  • Advanced proficiency in using: Microsoft Office (Word, PowerPoint, and Excel) and experience with relevant programming for dashboards, software for economic modelling will be considered assets.

  • Demonstrated project and program management skills, particularly around the development and implementation of new corporate processes, will be considered an asset.

  • Success in this position requires excellent strategic, critical thinking and creative problem-solving skills, along with well-developed political acumen, the ability to deal effectively with organizational dynamics and politics, and an understanding of the complexities of decision making in the public sector.
