Job description

Do you have a background in investigative interviewing, and have strong analytical and communication skills? If so, considering applying for this challenging role, within the Office of the Independent Police Review Director (OIPRD), Ministry of the Attorney General, where you will plan, conduct, review, analyze and report with recommendations on the results of investigations into complaints about the police in Ontario under the delegated authority of the Police Services Act.
The OIPRD is responsible for the objective oversight in the investigation of public complaints against the police of Ontario.

What can I expect to do in this role?

In this role, you will:
• Conduct investigations of public complaints about police from inception to completion and investigations will include, but are not limited to, complaints that are generated within the First Nations regions who opt into the new Community Safety Policing Act (CSPA) complaint protocol
• Assess the investigation scope, determine required evidence and information, and identify best investigation methodology and specific interview techniques
• Consolidate investigation data and evidence, and prepare written summary and reports of the investigation to address key issues, facts and investigation findings
• Prepare written investigation analyses, interim reports, biweekly case reviews, briefing notes, chronologies and input for presentations to the public and community groups
• Contribute to the OIPRD committees, task forces, meetings and special initiatives on investigation-related planning, issues and problem solving
Please note, this position requires regular travel, including overnight stays, in order to conduct investigations.

How do I qualify?

Specialized Knowledge

You have:
• Demonstrated knowledge and skills in practical and theoretical contemporary investigation principles, theories, practices, standards and tools.
• Ability to acquire knowledge of the principles, processes and procedures of the police, legal and court environment to plan and execute impartial investigation gathering, analyses, reports and recommendations
• Ability to lead the review of accident reconstruction, sexual assault, death investigation, and other investigations conducted using the Major Case Management (MCM) model
• Knowledge of investigative techniques, judicial process, rules of evidence and court procedures, and related legislation (e.g. Independent Police Review Act, 2007, Police Services Act, R.S.O. 1990), and investigations-related regulations, statues and precedents (e.g. constitutional law, the Criminal Code of Canada, the Canada Evidence Act, the Freedom of Information and Protection of Privacy Act, the Accessibility for Ontarians with Disabilities Act, the Public Inquiries Act, and regulations governing the OIPRD) to ensure the integrity and compliance in fulfilling the investigation role

Analytical and Problem Solving Skills

You can:
• Gather, interpret and assess the details of evidence required to support complainant investigations
• Lead investigation analysis reviews, synthesize information from multiple sources, develop, write and deliver in-depth analytical reports
• Evaluate, assess and determine the usefulness, relevance and admissibility of evidence
• Assess each individual situation, and make recommendations for resolution based on specific investigation findings
• Compile evidence and conduct a detailed summary analysis of findings

Communication, Consultation and Investigation Interview Skills

You can:
• Conduct interviews and obtain information and evidence from complainants, representatives and witnesses during investigation interviews
• Explain investigation principles, needs, findings, legislation and analysis of evidence
• Develop and write investigation complainants who may exhibit emotional, irate or confrontational behaviour, and to defuse potentially volatile situations
• Discuss and disclose case-related information which may be sensitive and/or confidential
• Apply tact, discretion and diplomacy to gather, discuss and disclose sensitive and/or confidential case-related information, demonstrate objectivity, patience and sensitivity to persons involved in the investigative process
• Demonstrate sensitivity, impartiality and empathy to interview complainants

Computer Skills

• You are proficient with common office software (e.g. MS Office, Internet, email) and case management systems to develop analytical reports, prepare case summaries and recommendations
