Senior Payroll Accounting and Reporting Analyst
1 – Permanent Position

Schedule II, Level 7

$84,425 - $101,298

Reporting to the Manager, Payroll Services, the Senior Payroll Accounting and Reporting Analyst will be responsible for the accurate reconciliation, monitoring, auditing and Reporting of the Board’s Payroll accounts.
The Senior Payroll Accounting and Reporting Analyst will:
• Interpret, evaluate and analyse period-end posting results to various general ledger accounts and complete payroll account reconciliations for all Payroll General Ledger (GL) accounts;
• Prepare financial reports and summaries for payroll;
• Develop effective processes for data collection, presenting and Reporting on the data being analysed;
• Complete aging analyses and analysing variances;
• Support quality service initiatives and quality assurance testing; and
• Supervise designated staff;

Summary of Duties:
➢ Reconcile the Board’s payroll GL accounts, identify and conduct root cause analysis of discrepancies and report findings to the Manager;
➢ Analyze, prepare and run reports (monthly, weekly, year-end etc), ensuring timely and accurate information is provided to support payroll functions, Finance department and/or business partners;
➢ Oversee and review payroll postings;
➢ Provide payroll results to Finance to execute biweekly payroll;
➢ Prepare aging and trend analysis;
➢ Develop effective processes for data collection, presenting and Reporting;
➢ Analyze data of the annual leave reports;
➢ Prepare journal entries as required;
➢ Supervise the audit processes for various payroll functions;
➢ Create and test audit reports and processes prior to implementation;
➢ Collaborate regarding annual audits with the Finance department including acting as a lead representative for CRA, Provincial revenue agencies, etc.;
➢ Provide documentation and facilitate reviews for specific transactions;
➢ Assist with the analysis of leaves and recovery of outstanding overpayments;
➢ Supervise designated staff including assignment of tasks, hiring, training, review of performance, feedback, and disciplinary action as required;
➢ Participate in the development, improvement and recommended solutions of the HRIS and business processes related to the financial management of the Board’s payroll;
➢ Ensure new payroll business process requirements are integrated into SAP and new SAP functionality is updated and documented into departmental business processes using standard tools;
➢ Work with the Payroll Manager and Supervisors to complete monthly and year end reconciliation of
T4s;
➢ Research trends and evaluate payroll programs and practices;
➢ Provide documentation and support to the grievance/arbitration process as required;
➢ Communicate, and interpret Payroll Accounting policies and controls in accordance with statutory
requirements;
➢ Works across functions to develop and formulate processes and databases for controls which
promote consistent and reliable financial results;
➢ Provide leadership in fostering equity and inclusiveness in the development and implementation of
programs and services; and
➢ Other duties as assigned.

Qualifications:
➢ University degree in related field such as Business Administration including Human Resources,
Information Technology and Accounting courses with three years’ progressively responsible
related accounting/payroll experience for a large employer, or an equivalent combination of
education and experience;
➢ Professional Accounting Designation (CPA);
➢ Professional Payroll Designation (PCP, PLP);
➢ Demonstrated experience in data analysis, cost Accounting and payroll auditing;
➢ Ability to monitor and review payroll systems and internal controls;
➢ Ability to produce ad-hoc reports using a number of reporting tools including preparation of
accurate reports and summaries;
➢ Knowledge of quality assurance and audit techniques;
➢ Knowledge and understanding legislative requirements e.g., Canada Revenue Agency (CRA),
Employment Standards Act (ESA) and related TDSB policies and procedures, collective
agreement provisions;
➢ Strong application development, attention to detail and organizational skills;
➢ Supervisory experience with strong leadership, mentoring and team building skills;
➢ Strong project management and time management skills;
➢ Thorough understanding of HR/Payroll system using SAP/R3 module;
➢ Advanced computer skills including MS Office Suite, (spreadsheets, databases, project
management and presentation packages);
➢ Strong conceptual, analytical/interpretative and problem-solving skills;
➢ Strong written, oral and interpersonal communication skills including report writing and
presentation skills;
➢ Ability to work under pressure in order to meet frequent deadlines;
➢ Proven ability in promoting equitable practices which value inclusiveness and diversity; and
➢ Flexibility to adapt to a changing work environment.

Special Requirements:
➢ Must be available to work evenings sometimes with minimal or no notice.
