Job Description


ADGA is looking for a Senior Platform Analyst who currently holds, or is eligible for a Government of Canada Secret (level 2) clearance to support the integration of solution designs for complex business requests, including Projects and Operational Activities, ultimately supporting Shared Service Canada’s (SSC) SSC 3.0’s focus on digital and IT service transformation, specifically;


  • Network and Security
    • With SSC 3.0, the Government of Canada has the opportunity to transition away from single departmental networks to modern enterprise networks. These networks will be accessible anytime, anywhere, and by anyone. They will be built with accessibility in mind while accommodating and supporting continuous improvement and an increasing diversity of government programs and services.
  • Collaboration Tools
    • Workplace collaboration tools used by federal employees vary from one department to the next, with limited overarching standardization or integration. By providing a modern and tailored set of workplace tools with accessibility features built-in from the outset, SSC will help public servants deliver on their departments’ priorities and better serve Canadians.
  • Application Modernization
    • Under SSC 3.0, SSC will work with clients to identify applications most at risk with the biggest potential impact on services to Canadians. Together, we will determine solutions to update or create new applications that are reliable and can run on modern hosting solutions - whether cloud or enterprise data centres. Shared Services Canada (SSC) has begun to plan the consolidation of the Government of Canada’s (GC) email, data center, and network services. A Transformation Plan (TP) was developed based on an analysis of the GC’s current and future requirements, consultation with partner organizations, and private sector benchmarks.


Since its inception, SSC has gone through tremendous transformation and growth. SSC 3.0 was introduced to evolve the enormous progress made to date by emphasizing the whole-of-government enterprise shift from every organization operating independently, to every organization using common IT systems. Enterprise matters because it allows for faster turnarounds, enhances collaboration, increases reliability and reduces risk. It is the driver for SSC’s future.


The Responsibilities of the Senior Platform Analyst may include but are not limited to the following:

  • Developing and documenting detailed statement of requirements for the proposed solution, based on business requirements.
  • Analyzing functional requirements to identify information, procedures, and decision flows.
  • Evaluating existing procedures and methods (including those leveraging virtualization technologies), identifying and documenting database content, structure, and application sub-systems, and developing data dictionaries.
  • Defining and documenting interfaces of manual to automated operations within sub-systems to external systems and between new and existing systems.
  • Defining input/output sources, including detailed plans for producing technical designs, and obtaining approval for system proposals.
  • Designing and documenting in detail all system components, interfaces, and operational environment.
  • Designing data structures and files, sub-systems and modules, programs, batch, online, and production monitoring procedures, testing strategy and systems.
  • Documenting system design, concepts, and facilities, presenting and obtaining governance approvals.
  • Producing operational systems documentation including all forms, manuals, programs, data files and procedures.

Qualifications


Mandatory

  • You must have one of the following:
    • A minimum of a three-year college diploma (computer science or other IT-related field; OR
    • A university degree at the Bachelor level in Information Technology (computer science or engineering) or other IT-related field; OR
    • A minimum of ten (10) years (in the last 15 years) of work experience in the IT field.
  • You must have a minimum of ten (10) years of experience performing tasks similar to those specified in the Job Description, including:
    • Developing and documenting detailed statement of requirements for the proposed solution, based on business requirements.
    • Analyzing functional requirements to identify information, procedures, and decision flows.
    • Evaluating existing procedures and methods (including those leveraging virtualization technologies), identifying and documenting database content, structure, and application sub-systems, and developing data dictionaries.
    • Defining and documenting interfaces of manual to automated operations within sub-systems to external systems and between new and existing systems.
    • Defining input/output sources, including detailed plans for producing technical designs, and obtaining approval for system proposals.
    • Designing and documenting in detail all system components, interfaces, and operational environment.
    • Designing data structures and files, sub-systems and modules, programs, batch, online, and production monitoring procedures, testing strategy and systems.
    • Documenting system design, concepts, and facilities, presenting and obtaining governance approvals.
    • Producing operational systems documentation including all forms, manuals, programs, data files and procedures.
  • You must have demonstrated experience as a Platform Analyst on a minimum of two (2) different projects in IT organizations, with at least 2,000 employees, where you were evaluated, recommended and implemented transformations related to VMWare or Citrix or Microsoft.


Nice to Have

  • Experience as a Platform Analyst on IM/IT projects, for an IT organization with at least 2,000 employees, performing at least 70% of the associated tasks similar to those listed in the Mandatory Requirements on four (4) or more projects within the last ten years. Projects should be a minimum of six (6) months in duration.
  • Four (4) or more years of experience reviewing infrastructure requirements, including data centre, network and security, and developing infrastructure recommendations to support those requirements.
  • Four (4) or more years of experience in knowledge transfer and cross-training within a multidisciplinary organization.
  • Four (4) or more years of experience in knowledge transfer and cross training within a multidisciplinary organization.
  • Four (4) or more years of experience, within the last seven (7) years, in gathering, prioritizing, analyzing and consolidating business requirements via interacting with the end users of one/multiple services and various project/program stakeholders.
  • Four (4) or more years of knowledge and experience, within the last seven (7) years, in identifying and documenting current state processes (business or operations).
  • Proof that you have completed training covering QualiWare Lifecycle Manager (QLM), OR at least one (1) year of hands on experience using QualiWare to create architecture artifacts.
