This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of Sims Square, 390 Brant St, Burlington ON. Work location is subject to change at the discretion of the City due to operational demands.

Position Overview

Human Resources is going through an exciting transformation at the City of Burlington, we have recently implemented our newly integrated enterprise resource planning (ERP) system called Workday, which will enable us to improve our day to day processes and enhance the employee experience.  This new permanent position within Human Resources will play key role in the attraction, retention and equitable salary placement of City staff by supporting our compensation and Job Evaluation practices.

The Specialist will partner with the Manager of Total Compensation & Data Analytics to strengthen our compensation program and bring forward recommendations to improve our recently implemented and modernized non-union Job Evaluation system, revitalize our compensation policies and practices, and support the ongoing administration, maintenance and development of the compensation module within Workday.

Responsibilities

As a subject matter expert in the Total Rewards domain, the Specialist will:

  • Provide in-depth knowledge, expertise and guidance on compensation policies, processes and strategies. The Specialist is familiar and experienced with all applicable government acts (such as the Pay Equity Act) and any legislative changes to ensure our program remains legally complaint and is well versed in labour market trends.
  • Conduct a thorough, unbiased comprehensive review of all incoming Job Evaluation submissions to ensure JIQs are thoroughly completed, liaising closely with the HR Business Partners to critically assess duties and qualifications of the job.
  • Perform various forms of data analysis, such as quarterly audits and reporting on internal equity analysis, compression analysis, Job Evaluation factor analysis to name a few.
  • Develop innovative solutions to support the HR Business Partners deal with compensation issues and provides meaningful recommendations to the Manager, Total Compensation & Data Analytics to support department leaders and their teams.
  • Partner closely with the HCM System Specialist to support HR service delivery within our new ERP platform - Workday.
  • Take the lead in the coordination and administration of all cyclical and ad-hoc general wage increase implementations in Workday - both union and non-union, including by not limited to: non-union performance adjustments, non-union market adjustments, bi-annual union increases and any other applicable increases as described in the City’s collective agreements.
  • Work closely with Recruitment, HRBPs, Finance, Payroll, and various other stakeholders at all levels of the organization to respond to and provide integrated solutions to compensation inquiries, requests and initiatives.
  • Oversee our cyclical Mercer salary surveys, assess and monitor compensation data against our external market comparators.  
  • Responsible for facilitating and supporting the work of both the City's Non-union Job Evaluation Committee and the CUPE Joint Job Evaluation Committee (JJEC), serving as chair and co-chair for all Job Evaluation activity for City staff.

Requirements

  • University degree in Human Resources, Business Administration or related field
  • CHRP Required; CHRL, CCP or CEBS preferred
  • Minimum 4 years of progressive experience in total rewards administration in a complex, union / non-union public sector environment
  • Progressive knowledge of Job Analysis/Evaluation, market analysis, applying statistical methodology and design
  • Advanced knowledge of Microsoft products, especially Excel, comfortable with writing/using formulas for various forms of data synthesis and analysis
  • High degree of business acumen, diplomacy, tact and evaluative thinking
  • Strong research, analytical, problem-solving skills and attention to details is an asset

Salary - $98,892 - $123,615 (Grade J under review)
