Compensation and Job Evaluation Specialist

The Compensation and Job Evaluation Specialist is accountable for the coordination, implementation and administration of the Town’s compensation matters, Job Evaluation, market reviews and salary administration. This position provides consultative recommendations, design advice and guidance on compensation strategies, maintains the integrity of the Town compensation program, and participates in the creation of new programs and policies to enhance the compensation strategy and competitive positioning.

Key Duties

  • Monitors, analyzes, and coordinates the Town's compensation program and procedures and makes recommendations.
  • Acts as the primary contact for all compensation related matters for all full time and part time staff ensuring appropriate pay rates, progression and applicable compensation eligibility is applied.
  • Ensures compliance with ESA, Pay Equity and other related legislation.
  • Ensures employees are fully informed and updated on compensation related matters, responds to employee inquiries/concerns, monitors issues and provides process support.
  • Provides advice on job design and organizational structure as it relates to Job Evaluation.
  • Co-Chairs CUPE Job Evaluation meetings, trains committee members, coaches managers, processes results and maintains all Job Evaluation records.
  • Administers large compensation structure redesign/Pay Equity projects for employee groups (e.g. Exempt, Part Time, CUPE compensation reviews).
  • Participates in annual market surveys, conducts analysis of survey info, and prepares recommendations for salary considerations, best practices, etc.
  • Provides research and costing scenarios/models to support the collective bargaining process.
  • Coordinates and maintains data records in the Town’s database system, including data entry and integrity, all salary changes, and negotiated increases.

Qualifications/Skills

  • College Diploma or University Degree in Business Administration or a related field.
  • Designation in Human Resources is required, or a combination of training, education and experience deemed equivalent.
  • Minimum 5 years of experience in salary administration, preferably in a municipal unionized setting.
  • Experience in Job Evaluation principles and facilitating committee meetings.
  • Experience in dealing with multiple compensation plans.
  • Proven knowledge of compensation principles and practices.
  • High level of research, analytical, problem solving and attention to detail skills are required.
  • Expert knowledge and technical skills working with Microsoft Excel and Word.
  • Ability to maintain an employee database with a high level of accuracy.

Nice to Have

  • Designation in Compensation would be an asset (World at Work designation or Certified Compensation Professional).

What is Offered to Staff

  • Rate of Pay: $82,586 - $103,233 per year.
  • Hours of Work: This is a non-union position that works 35 hours per week. The hours of work are Monday to Friday from 8:30 a.m. - 4:30 p.m.
