Sr. Research &Evaluation Analyst / Sr. Business Analyst, BCEHSBC Emergency Health ServicesRemote within BCFull Time, Permanent, Non Contract
BC Emergency Health Services is hiring a Sr. Research &Evaluation Analyst / Sr. Business Analyst to join our Business and Operations Support team to help evaluate and analyze the effectiveness of a variety of organizational initiatives, methodologies, tools and processes. This exciting opportunity will help inform our strategic initiatives and will have a direct impact on the future state of BCEHS' services, processes and programs. The Sr. Research &Evaluation Analyst / Sr. Business Analyst is a key member of the Reporting and Evaluation team, and will assist with developing evaluation frameworks, conducting studies to assess outcomes of strategic investments, and generating reports to communicate key results and recommendations. In this capacity, you will operate in a dynamic working environment and collaborating extensively with the Evaluation Leads and partners across all areas of the business. The ideal candidate should have a scientific or research background, demonstrating expertise in qualitative and/or quantitative methods for program and project evaluation, and substantial experience in data analysis.
As a Sr. Research &Evaluation Analyst / Sr. Business Analyst, you will leverage your experience in quantitative and qualitative analysis to assess the operational efficacy of different processes and programs and infer opportunities to drive continuous improvement. Your business acumen and engaging approach will help you conduct surveys, interviews, and otherwise engage multifunctional team members throughout the organization, and your analytical eye and attention to detail will be critical in identifying patterns in the data you collect.
Please note that while IT teams and systems may be involved, this is not a traditional IT Business Analyst role.
What you'll do
  • Supporting evaluation activities in BC Emergency Health Services; collaborating with Evaluation Leads to plan, develop and implement evaluations of strategic programs, and report on outcomes.
  • Developing process and outcome-focused evaluation frameworks and approaches, identifying key partners to assess the impact and performance of programs and initiatives, informing operational approaches, policies, practice changes, and adjustments to the strategic direction.
  • Developing data collection methods and instruments.
  • Performing data collection, analysis, and visualization of qualitative and quantitative data.
  • Preparing evaluation reports, presentations, and briefing notes to disseminate evaluation findings and recommendations across various audiences.
  • Supporting organizational capacity for evaluation and impact analysis, providing expertise, developing tools, and offering education and training as required.
  • Remaining up-to-date on industry trends and new approaches to support evaluation activities.
What you bring
Qualifications
  • A level of education, training, and experience equivalent to a degree in Business Administration, Health Informatics, Health Sciences, Social Sciences, Statistics or a related discipline plus a minimum of five (5) years' experience in program evaluation, research, project management or an equivalent combination of education, training, and experience.
Skills & Knowledge
  • Knowledge of program evaluation methods, design, and implementation
  • Experience developing logic models, program evaluation plans and monitoring frameworks.
  • Knowledge of mixed-method data collection tools and analysis.
  • Familiar with data cleaning, analysis, and visualization processes.
  • Excellent organizational skills, including competence in project management.
  • Proficiency in various applications including MS Office to manage data sets, develop charts and tables, and create reports and presentations.
  • Experience with survey development platforms (e.g., Checkbox and Redcap) and data analysis software (e.g., SPSS and NVivo).
  • Exceptionally skilled communicator with experience and comfort in dealing with internal and external stakeholders at all levels of the organization.
  • Experience with working in highly complex environments with multiple concurrent high priorities.
  • Experience in public sector, public health services or healthcare an asset.
  • Experience working with Indigenous population or understanding of Indigenous Cultural Safety principles an asset.
Indigenous Cultural Safety and Diversity
  • Knowledge of Canadian colonial impacts on Indigenous people in social and health contexts, supported by significant knowledge of Canadian and Indigenous ideologies, including knowledge, and understanding of Indigenous cultural safety, cultural humility, Indigenous-specific racism and anti-racism.
  • Awareness of and commitment to learning and understanding the Truth & Reconciliation Commission's 94 Calls to Action (2015), In Plain Site Report (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), and Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system.
  • Supports team members on their learning journey, ensuring education strategy for team/department to implement Indigenous Cultural Safety at a practical level.
  • Works collaboratively with appropriate Indigenous teams/departments to ensure ICS lens applied holistically.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
  • Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.)
While BCEHS would consider a foundation in Indigenous cultural safety to be a strong asset for consideration, our commitment to enhancing Indigenous cultural safety includes providing all employees with access to resources and training programs in partnership with San'yas Core Health Indigenous Cultural Safety Training and Anti-Indigenous Racism Response Training.

The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience and would be in alignment with the provincial compensation reference plan.Location: Remote within BC
