Who we are
The Independent Electricity System Operator (IESO) works at the centre of the province's power system, ensuring Ontarians have access to reliable and cost-effective electricity when and where they need it. We operate the province's electricity grid 24/7, design, run and oversee the wholesale electricity markets, and plan and prepare to meet Ontario's electricity needs - now and into the future.
The Opportunity
The Supervisor, Market Power Mitigation will oversee the MACD unit which performs the core functions related to market power mitigation in the energy and ancillary service (“energy”) markets. These functions include designing, amending and administering processes related to the detection and prevention of the exercise of market power via economic and/or physical withholding. While many of the processes related to market power mitigation operate in an automated manner a significant number of processes require staff oversight. These include the determination and audit of facility specific cost-based energy related reference levels, ex-post review of mitigation results requested by participants, as well as ongoing efforts to oversee, review and refine the automated (and non-automated) processes
This position supervises and coordinates all operational processes related to this core IESO function, as well as the development, maintenance and adherence to an operational framework governing those processes.
Please note that this MACD position is expected to report into the Market Renewal Program for up to 36 months to support the detailed design and implementation of the IESO's revised market power mitigation framework.
What you'll be doing
Energy Market - Economic Withholding
- Supervises and coordinates teams, staff and contractors in the development and maintenance of a framework governing how the IESO will guard against the exercise of market power through economic withholding in the energy markets.
- Such processes include; the determination of resource specific reference levels for energy, start-up costs, speed-no-load and other non-price parameters, conduct and impact test thresholds, the definition of constrained areas and uncompetitive interties and administering processes that allow participants to request and, where appropriate, revise reference levels.
- At times, participants may believe that their offers have been incorrectly subject to mitigation, or mitigated to prices that are not reflective of their costs. This position will supervise the process which will allow participants the ability to challenge certain mitigation events ex-post.
- The result of this process (and of other similar processes below) could include supervising and coordinating teams, staff and contractors in respect of the IESO's dispute resolution procedures which may include good faith negotiations, mediation, arbitration, and/or appeal hearings before the Ontario Energy Board or the provincial courts.
- Supervises and coordinates teams, staff and contractors in the development and maintenance of a framework governing how the IESO will guard against the exercise of market power through physical withholding in the energy markets.
- Such processes include; the determination of resource specific reference quantities, conduct and impact test thresholds, and assessing the appropriate outcomes related to a finding of physical withholding pursuant to the Market Rules.
- Provide advice to the government, regulator, and/or other stakeholders on marketplace environmental considerations, as required.
- Supervises and coordinates the development and execution of plans and works with stakeholders and government to develop greater clarity and effectiveness concerning market power mitigation issues, as required.
- Ensure that the confidentiality of data from/about market participants is safeguarded during the process of the relevant audits, investigations, reviews, and other processes.
- Supervise the development and delivery of internal and external training packages, as required.
- Ensure that other IESO staff are provided with guidance regarding the appropriate use and interpretation of information produced by, or related to, market power mitigation processes.
- Perform other duties as may be required.
- Requires academic training in Law, Engineering, Economics, Business or related degree to understand the legislation, policies, procedures, rules and standards governing the marketplace, including those that define the market rules in a market economics and technical setting.
- Excellent command of the English language, in order to ensure a high quality of customer service, that performance standards are clearly defined and high quality in the design/delivery of appropriate training.
- This knowledge is considered to be normally acquired through the successful completion of a university degree in Accounting, Auditing, Engineering, Economics, Business or a related discipline.
- Extensive knowledge of energy market design concepts and the Market Rules governing the Ontario electricity market place, perhaps acquired through work with the Markets or Market Rules groups of the IESO, the Market Assessment and Compliance Division or the IESO's Technical Panel.
- Experience in power system planning and operation, electrical and/or other utility or financial environment, with focus on such areas as planning, contract administration, operations, regulatory and/or enforcement activities.
- Experience in developing and managing detailed business processes; supervising staff; in strategically evolving a new business; and identifying and implementing efficiency and effectiveness improvements. This experience requires an excellent degree of analytical and reasoning skills.

The IESO commenced its 6 month Hybrid Work Model Pilot Program on March 28th, 2022. The Model allows for remote working up to three days per week, based on business needs. When working in the office, you will be located at Oakville, ON.
