Supervisor of Preschool and School-age Speech - Language and OT/PT Programs

The job of Program Supervisor was established for the purpose/s of planning, developing, implementing, assessing, coordinating, supervising program services.

Essential Duties and Programs for which position is responsible included but is not limited to:

  • Provide leadership, planning, and instruction for the day-to-day operation of Speech-Language Pathology and OT/PT programs.
  • Therapists provide direct instruction for Speech/Language and OT/PT impaired students.
  • Actively investigate district need for therapists and supervision support to develop new models and initiatives in service provision to educational entities.
  • Selection, supervision, and evaluation of professional and support staff members.
  • Identify, develop, and maintain affiliations with professional groups and universities to plan for future vacancies with highly qualified professional candidates.
  • Monitor and plan for department growth and anticipated vacancies.
  • Directly supervise and ensure the records collection, maintenance, timeliness, and accuracy for all special education students receiving services in Delaware County schools.
  • Report all state and federally mandated information in the files to document compliance with regulations and generate IDEA flow-through funds for schools and programs.
  • The accuracy of the Penn Data database is directly tied to the generation of billing for DCIU services.
  • Identify and document professional credentials of staff for state verification to generate Medical ACCESS billing.
  • Support timely submission of documentation and logs.
  • Ensure compliance with local, State, and Federal mandates.
  • Develop initiatives and directives as appropriate to support adherence to changing policies.
  • Ensure staff adherence to organizational policies and procedures, including the current goals and objectives of the Delaware County Intermediate Unit.
  • Maintain the highest levels of expertise and knowledge regarding state–of–the–art therapeutic services and best practices.
  • Initiate and deliver all models of therapeutic intervention services for students in regular and special education programs.
  • Identify professional staff development needs and assist in planning and implementation of effective staff development, including research-based therapeutic approaches, best practices in special education models, and current mandates regarding the provision of services for students with all ranges of disabilities and the impacts of their special needs as it relates to educational progress.
  • Provide scheduled staff meetings, specific training opportunities, and ongoing professional development opportunities.
  • Provide opportunities to comply with requirements to maintain professional licensure and national certification.
  • Developed and maintained the program budget, managed data collection for required reports and budget projections, and oversaw/approved all program expenditures.
  • Develop, review, and revise reports demonstrating enrollment and disability trends over time for Delaware County, LRE comparisons for member districts related to state averages, and child count numbers to determine funding allotments.
  • Oversee all areas of Preschool Special Education Services as LEA.
  • Oversee and operate 12-month programming.
  • Supervise the identification and programming of eligible young children per year.
  • Oversee & approve all OT/PT, speech-language pathology, and itinerant education program expenditures.
  • Develop, issue, and monitor RFPs for service contracts (feeding)
  • Develop, implement, and oversee procedures to ensure the smooth, timely transition of children from birth to three services.
  • Develop, implement, and manage processes to ensure the smooth transition from Preschool Special Education services to school-age services.
  • Oversee the maintenance, timeliness, and accuracy of the attendance/billing database and Medical ACCESS for OT/PT and speech, language, and itinerant education.
  • Develop and maintain liaison with school districts and other IU staff to ensure a smooth transition of students and other entities: MH/MR, LICC, and PDE.
  • Develop, implement, and maintain safety plans for Preschool Special Education programs not housed in public school buildings.
  • Revise existing safety plans for Preschool Special Education programs housed in public school buildings as needed.
  • Collaborate with Supervisor of Preschool Special Education Programs and Services regarding complex cases.
  • Supervise implementation of developmentally appropriate curriculum based on specially designed instruction and IEP goals and objectives.
  • Monitor and evaluate student achievement based on IEP objectives.
  • Supervise implementation of IEP goals across the Least Restrictive Environment continuum.
  • Work collaboratively with preschool and school-age program administrators to provide training and recommendations and to resolve conflicts.
  • Serve as the CE ASHA Administrator.
  • Oversee direct supervision of the Assistant Speech-Language Pathology Supervisor and OT/PT Coordinator

Minimum requirements:

  • PA Supervisor of Special Education certification
  • Master's degree in job related area
  • Job related experience
  • Valid PDE certification in Speech-Language Pathology
  • ASHA CCC's
  • PA state license preferred
  • Current knowledge of Federal and State Law, PA Standards and Regulations
  • Proven strength in interpersonal, communicative, consultative and collaborative skills
  • Experience with curriculum and staff development
  • Strong organizational, time management and computer skills
