JOB SUMMARY

Waste Characterization Services is establishing a Characterization Lab to supplement analytical services currently provided by the Analytical Chemistry Branch as well as external contract. With increasing requests for Waste Characterization services, there is a need to establish in-house analytical capability allowing for enhanced support to the growing Waste Management and Decommissioning missions. The operation of this lab will play a fundamental role in ensuring Waste Characterization is completed in a timely manner, in sufficient detail and with appropriate documentation to support waste removal, processing, storage, and disposal routes.
The Lab Supervisor will be primarily responsible for the safe day to day operation of the lab including oversight of lab activities, performance of emergency response functions, supervision of lab technical staff, and delivery of lab services to support critical business mission activities. Future plans include the potential for offering commercial services to external customers.
Unique to this position, the Lab Supervisor will take an active, and leading role, in the development and execution of plans for installation, commissioning and validation of new equipment; the development and implementation of a QA program; and the development of lab procedures and protocols.
Strong organizational, and problem solving skills will be required. The ability to work as a contributing member of a larger Waste Characterization Team is essential. Leadership and Supervisory experience is an asset to this position.

DUTIES

FUNCTION 1:

General Accountabilities:

The Waste Characterization Lab Supervisor will be responsible for the supervision of the Characterization Lab, with responsibilities including oversight and review of all sample analysis, customer reporting, development/optimization of new methods and assisting in the maintenance of labs and instrumentation. The duties include but are not limited to, the following:


Responsibility 1 a:

Providing oversight to all operational activities of the lab including authorization of work activities to proceed; assigning qualified staff to execute lab activities; identifying priority operations based on customer requests and project timelines; managing the receipt and movement of samples into and throughout the lab; ensuring that all processes are performed according to the methods detailed in the Standard Operating Procedures and according to Laboratory protocols; ensuring the technical accuracy and integrity of results generated through lab operations; maintaining appropriate QA records and documentation; participating in audits and laboratory reviews; and troubleshooting and ensuring instruments and equipment are calibrated and maintained in good working condition.


Responsibility 1 b:

Supervising a team of Technicians and Chemists including participating in the selection of highly motivated and qualified staff; ensuring staff are appropriately trained on laboratory protocols and instruments; reviewing and approving timecards; monitoring performance; providing periodic performance evaluation; and assigning work to employees.


Responsibility 1 c:

Developing a strong safety culture by ensuring procedures are in place to govern all laboratory operations and keeping these up to date with assistance from technical staff; ensuring all engineered safety systems are performing as designed, functional and available; ensuring necessary PPE&C is available to employees working in the labs; conducting Plan of Day meetings, Pre-Job Briefs, and Safety meetings with employees on a regular basis; ensuring an Integrated Work Control Process is implemented for all work activities which includes engaging appropriate Subject Matter experts (eg. OSH, Industrial Hygiene, etc); taking immediate action to correct any identified safety hazards, maintaining a strong focus on good housekeeping practices within the laboratory; acting as the Officer in Charge during emergency response; and reporting all incidents to line management.


Responsibility 1 d:

Acting as the designated person responsible for the safety and security of all radioactive materials and sources within the lab and consulting with a Health Physicist on any new or non-routine work activities.


Responsibility 1 e:

Providing input into annual planning and budgeting as it relates to equipment maintenance, lab upgrades, and resource management and adhering to the annual budget; participating in the evaluation and proposal of needs for equipment and instruments; reviewing purchase requisitions for new lab materials; managing the procurement of consumables and supplies for lab operations.


Responsibility 1 f:

Acting as a Technical resource in the troubleshooting of equipment and instruments; maintaining awareness of new initiatives/technology to improve analytical services; continuously seeking ways to improve the effectiveness and efficiency of processes with a focus on meeting customer needs.


Responsibility 1 g:

Assisting in the development and implementation of a new laboratory facility including authoring laboratory protocols and standard operating procedures; developing field schedules for the installation, calibration, testing, and verification of laboratory instruments and equipment; leading the execution of the testing and validation and ensuring results are documented; assisting in the development and implementation of a Quality Assurance Program; ensuring QA/QC requirements are maintained in the lab; and participating in the process for obtaining Lab Accreditations.


Responsibility 1 h:

Act as a Subject Matter Expert to support projects related to the construction or renovation of Waste Characterization Laboratory facilities.


QUALIFICATIONS

Education:


Minimum Bachelor’s degree from a university of recognized standing in Analytical Chemistry, Chemistry, or another field relevant to the position or relevant experience greater than 5 years.


Experience:

  • Must have experience managing an ISO/IEC-17025 certified laboratory (experience in the development and implementation of a QA program in the early stages of laboratory evolution is considered an asset);
  • Must have experience working with various instruments including (but not limited to): Liquid Scintillation Counter, Gas Flow Proportional Counters, Gamma Spectrometers, ICP-MS, Alpha Analysts, etc.
  • Practical experience in the development of analytical methods is required
  • Experience handling radiological samples is considered an asset
  • Experience working in an organization that has implemented ISO/IEC 17025 requirements for sampling is considered an asset


Abilities and Skills:

  • Strong organizational skills to effectively manage laboratory activities with demonstrated attention to detail
  • Strong interpersonal skills to work as part of a team, as well as the ability to work independently to accomplish tasks with excellent communication skills both written and oral.
  • Demonstrated ability to write technical reports.
  • Demonstrated ability to articulate the basis for recommendations and decisions to support analytical results provided.
  • Demonstrated ability to supervise technical staff, experience in a supervisory role is preferred.
  • Uses laboratory equipment appropriately and schedules activities to maximize the use of equipment as much as practicable.
  • Attention to detail and patience are a requirement to ensure precision, accuracy, and repeatability of results.


Job/Industry Specific Knowledge:

  • Knowledge and understanding of statistical analyses of data and propagated uncertainties
  • Excellent knowledge of organic and inorganic analytical chemistry analysis techniques including sample handling, preparation, wet chemistry separation techniques, instrumentation, and data calculations.
  • Excellent knowledge and understanding of various radiological analyses, methods, instrumentation and associated data calculations.
  • Knowledge of chemical and laboratory safety protocols with a strong safety-centered approach to delivery.
  • A working knowledge of common software programs and instrumental electronics is desirable.
