Job description

The Water Operator is responsible to operate and maintain the Water Distribution and Water Treatment infrastructure and related facilities in compliance with all applicable legislation.
Term
Approximately 13 months beginning February 2024.

Compensation
Compensation would be administered in accordance with the licensing requirements and the terms of the collective agreement. Temporary employees will receive 10% less than the rate of their classification in Schedule A. Union dues payable after thirty (30) consecutive calendar days. Operator will receive step 1 for less than one year or service, step 2 for more than one but less than two years of service, and step 3 for more then 2 years of service.
  • Operator in Training (Water Treatment, Water Distribution (wage rate paid for 1 or multiple OIT licenses, when working in the position): Step 1 - 90% $28.10, Step 2 - 95% $29.66, Step 3 - 100% $31.22
  • Water Operator I (Requires both Class I Water Treatment AND Class I Water Distribution Certificates): Step 1 - 90% $30.50, Step 2 - 95% $32.18, Step 3 - 100% $33.89
  • Water Operator II (Requires both Class II Water Treatment AND Class II Water Distribution Certificates): Step 1 - 90% $32.46, Step 2 - 95% $34.26, Step 3 - 100% $36.06
  • Water Operator Ill (Requires both Class II Water Treatment AND Class III Water Distribution Certificates): Step 1 - 90% $34.08, Step 2 - 95% $35.97, Step 3 - 100% $37.86
Responsibilities
  • Perform all water maintenance and operational duties as required by applicable Acts, Statutes, Regulations, Policy and Procedures and Quality Management System.
  • Rotate between Water Treatment and Water Distribution systems on a scheduled or as needed basis, which includes on call coverage.
  • Control and maintain process equipment and appurtenances (e.g. mains, valves, services, hydrants) that affect pressure, flow and level for the water treatment and distribution facilities, including the Arthur Street Booster Station, the Jocelyn Street Reservoir / Pumping Station, the Dorset Street Standpipe, the Fox Road Elevated Tank and the Ward 2 Municipal drinking water systems and others as required.
  • Use and operate a variety of instruments to monitor water quality; collect regulatory and non-regulatory samples for in-house and external analysis and adjust process equipment accordingly based on the analysis of samples.
  • Inspect and maintain complex electronic and mechanical equipment; troubleshoot malfunctions and alarms; execute repairs and replacement of electrical and mechanical components as necessary.
  • Use computer and related software to control and monitor equipment, store data, report generation and make process evaluations and optimizations.
  • Perform locates for Water, Sanitary, Storm Sewer and buried streetlight infrastructure.
  • Participate in Water Distribution related programs, such as hydrant flushing and repair, water meter exchange, valve turning, street box inspections, underground infrastructure repairs and maintenance.
  • Participate in Water Treatment related programs, such as preventative maintenance, membrane repairs, cleaning of wet wells, rural UV system maintenance, changing chlorine gas cylinders, maintaining chemical systems and receiving chemical deliveries.
  • Ensure established security measures are inspected and maintained for all areas of responsibility; work under emergency conditions, using special safety equipment and procedures.
  • Participate in educational and awareness campaigns in the provision of safe drinking water, including disseminating public information materials, Facility tours, respond to inquiries/complaints from the public.
  • Perform related administrative duties such as: record actions taken (logbook), recording and entering data in the Computer Maintenance Management System and spreadsheets; performing calculations and report writing.
  • The Water Operator in Training (OIT) will assist and perform duties in the operation and maintenance of the Water Distribution and Treatment infrastructure and related facilities, under the direction of the certified Water Operator. As an Operator in Training all the responsibilities listed below will be performed as authorized only in the applicable Regulations.
  • Act as the Alternate Overall Responsible Operator (ORO) as assigned, where the Operator holds the certification required to be designated as Alternate ORO. Act as Operator in Charge (OIC), where the Operator holds the certification to be assigned as OIC.
  • Perform general housekeeping duties as assigned, including landscaping, grass cutting, painting, equipment and building maintenance.
  • Take all reasonable and necessary precautions to ensure the safety and health of oneself, other employees, the public and any person likely to be affected by the employee’s acts or omissions.
  • Adhere to high standards of ethical behaviour and demonstrate their understanding that their personal actions impact the public’s perception of the Municipality.
  • Perform other duties as assigned by the Supervisor, Water or designate.
Qualifications
  • Licensing Requirements: A minimum Water Operator I (Class I Water Treatment AND Class I Water Distribution Certificates) is preferred. Operator in Training for both Water Treatment AND Distribution may be considered.
  • Highschool Diploma or equivalent required; post-secondary education in related field would be an asset.
  • Knowledge of SCADA, instrumentation and electrical systems, emergency generators, pumps, valves, watermains and services and membrane filtration technology.
  • Health and Safety training, including WHMIS, First Aid and CPR training is required; Water Meter and Installation (800A), Traffic Control, Trench safety, Gas Chlorination Certificates, Hypo Chlorination and Disinfection Certificate, Instrumentation for Water and Wastewater Certificate, Confined Space Entry and Rescue Certificate and Working at Heights Certificate would be an asset.
  • Valid and satisfactory ‘G’ license.
  • Valid and satisfactory Criminal Record and Judicial Matter Check.
  • Work can be inside or outside with exposure to variable temperatures, climate and noise exposure.
  • Travel throughout the Municipality required.
  • Availability to respond to emergencies when called.
  • As scheduled, on-call twenty-four hours per day.
