About the role
The prime objective of the Manager, Lands, Resources and Consultations is to provide support to the Director, Lands, Resources and Consultations.
What you will be doing
This position reports directly to the Director, Lands, Resources and Consultations.
In carrying out the following duties, it is expected that the Manager, Lands, Resources and Consultations will:
  • Fully understand the significance and fundamental importance of MNO’s Statement of Prime Purpose (SPP) to all MNO’s work, and to the requirements of the position specifically
  • Adhere to MNO Policies and Procedures and MNO’s Financial Policies and Procedures at all times
  • Uphold MNO’s Standards of Professional Conduct at all times
  • Adhere to Privacy Laws and respect confidential information at all times
  • The employee must be cognizant of the Ontario Employment Standards Act, Occupational Health and Safety Act, Workers' Safety and Insurance Board, Ontario Human Rights Code, Canadian Human Rights Act, and other legislative provisions governing the employment relationship between MNO and the employee
  • Ensure that all activities are conducted in accordance with established Métis Nation of Ontario Policies and Procedures and Contribution Agreements (CA)
  • Work in collaboration within the Branch, other MNO branches, MNO leadership, MNO citizens, MNO contractors and consultants on related projects
The incumbent is responsible for the following items, as well as other duties and responsibilities as may be assigned by the Designated Approving Authority:
  • Provision of management tools and strategic leadership to steer the Lands, Resources and Consultation Branch to function at a higher level of overall performance including the management of certain aspects of the day-to-day operations of the MNO’s Lands, Resources and Consultations branch such as the management of staff, finances, contracts, consultation and accommodation processes and external environmental contractors or consultants.
  • Initiating and implementing a project management approach and system to the completion of several concurrent projects that include, among other things, internal staffing and external consultant support systems.
  • Ensuring that on-going LRC Projects are carried out in accordance with the assigned regulatory and internal timelines, budgets and other related requirements.
  • Establishing and maintaining an effective Information and Project Management system for all branch operations.
  • Collaborating with the other LRC Branch managers to make effective decisions associated with LRC Branch projects, operations and deliverables.
  • Establishing and maintaining positive and productive working relationships with government agencies, industry proponents and other MNO branches.
  • Maintaining a thorough and complete record of consultations with respect to all consultation related activities undertaken by the LRC Branch on behalf of the MNO.
  • Ensuring the Duty to Consult is adequately executed on LRC Projects.
  • Establishing and maintaining productive relationships between the LRC Branch and the MNO’s elected representatives.
  • Traveling when necessary to communities to give presentations or attend meetings. This may require overnight stays in the community and a varied work schedule, including work on some weekends.
  • Performing other duties as assigned by the Director of the Lands, Resources and Consultations branch.
Qualifications
Mandatory qualifications:
  • A Master’s degree in Environmental Studies, Indigenous Studies or related field OR equivalent industry experience (at least 5 years) relevant experience in a project management or similar role.
  • 3 to 5 years of relevant experience in a project management role
  • Effective management and organizational skills, including team building and the ability to work in a fast-paced multi-issue environment, serving a wide range of varied internal and external interests.
  • Demonstrated ability and capacity to critically analyze documents and synthesize findings in a clear and concise fashion.
  • Demonstrated ability to write reports and communicate effectively both in writing and orally in order to establish and maintain a credible presence with internal and external stakeholders.
  • Strong interpersonal skills in order to liaise with MNO leadership and management, government partners and other external stakeholders.
  • Willingness and ability to work flexible hours, including some weekends, and travel throughout Ontario.
  • Dependability, strong work ethic, a willingness to learn and ability to take direction.
  • Solid knowledge of MS Office Suite (Outlook, Word, Excel, PowerPoint, etc.)
Requirements:
  • Knowledge of Métis and/or Indigenous policy and related Duty to Consult (and Accommodate) issues and principles or a demonstrated ability to quickly acquire knowledge of Indigenous and/or Métis specific matters including knowledge of the Métis Nation of Ontario’s mandate, structure, Métis history and culture will be a definite asset.
  • Knowledge and experience in carrying out cumulative effects assessments or developing cumulative effects toolkits.
  • Knowledge and experience related to species at risk.
  • Knowledge of electricity transmission project approval processes would be an asset.
  • Knowledge of how consultation with Indigenous communities is included in environmental impact assessments and other government approval processes.
  • Experience working with government policy, programming and funding is preferred.
  • Financial &/or Accounting literacy is an asset.
  • PMP designation will be an asset.
  • Ability to drive a rented vehicle, driver’s license and clean driver’s abstract are required.
  • Knowledge of MS Suite software including Word, Excel, PowerPoint, and Outlook.
