The Property Taxation Branch fulfils the Ministry's statutory responsibility for taxation administration, through the application and interpretation of relevant Acts and Legislation, pertaining to several major property tax and related programs: Property Transfer Tax (PTT), Home Owner Grants, Property Tax Deferment, Speculation and Vacancy Tax, Rural Property Taxes, School Property Taxes, Land Owner Transparency Registry enforcement and the Condo and Strata Assignment Integrity Register (CSAIR). These programs generate annual gross revenues in excess of $3 billion.
The Property Transfer Tax section of the Branch monitors all Property Transfer Tax transactions submitted through the Land Title and Survey Authority, ensures compliance with the Property Transfer Tax Act (the Act), regulations and policies, administers CSAIR, and enforces the Land Owner Transparency Registry (LOTR).
The Manager, PTT manages the operations and compliance teams in a fast paced and dynamic environment that is increasingly reliant on sophisticated and integrated systems. These teams lead PTT's customer service response, conduct audits of numerous different exemptions claimed, and manage various financial processes. This position also manages the LOTR enforcement pilot project and will take a lead in defining the program's system solutions.
Job Requirements:
  • Degree in Public Administration, Business Administration, or a related discipline OR an equivalent combination of education and experience may be considered. Equivalent combination of education and experience includes:
    • An unrelated degree plus two (2) years of equivalent (related) experience/professional development courses,
    • A post-secondary diploma and an extra four (4) years of related work experience and/or professional development.
    • A certificate and an extra six (6) years related work experience and/or professional development.
    • A high school diploma and an extra eight (8) years of equivalent experience or combined with some equivalent coursework.
  • A minimum of two (2) years of recent and related experience in:
    • Leadership that includes assignment of work, development of performance plans, supporting and hiring employees.
    • Conducting compliance audits and reviews, such as interpretation and application of legislative rules and policies, assessment of audit risk to target areas/files of higher risk, application of professional judgement to make decisions on non-routine transactions and client interactions which may sometimes be contentious.
    • Program operations, such as contributing to strategic, business and/or operational plans.
