The Division of Real Estate is responsible for ensuring the habitability and long-term viability of the buildings owned by the County of Renfrew and Renfrew County Housing Corporation through the completion of capital jobs with the approved annual and long-term plans.
Reporting to the Manager of Real Estate and in consultation with the Supervisor of Technical Services and the Operations Coordinator, the Building Infrastructure Coordinator/Inspector is responsible to carry out specialized technical duties and inspections required in the operation and maintenance of capital projects of the portfolios.
Qualifications:
- Equivalent to College Diploma in Civil Engineering Technology, Building/Construction, Interior Architecture, or similar program or combination of education and experience.
- Previous experience in design and contract administration of capital projects is an asset.
- Experience in drafting and designing with AutoCAD would be an asset.
- A thorough knowledge of building codes, technical standards, municipal building codes, maintenance trades, health and safety codes and budgeting procedures would be a definite asset.
- Familiarity with residential construction practices, property maintenance and planned preventative maintenance practices.
- Ability to assist in dispute resolution with contractors.
- Proven project management with respect to tendering planning would be an asset.
- Excellent communication skills, both written and verbal, and ability to establish, manage and build relationships with contractors.
- Proficiency in the use of computer software applications.
- Valid driver’s license and access to a reliable vehicle.
Responsibilities:
- Coordinates/undertakesinfrastructure projects and studies using in house and outsourced technical and engineering resources.
- Coordinates/undertakes the preparation of engineering designs, contract documentsand engineering studies for capital works projects.
- Coordinates/undertakes contract administration and inspection duties on Capital Worksprojects.
- Coordinates consultants retained by the Department to undertake studies, prepare designs, tender contracts and supervise construction activities for assigned projects.
- Prepares various draft reports and program summaries to document the progress of the assigned projects.
- Coordinates/undertakes current and future scheduling of Building Conditions Assessments , reviewing reports and follow-up with appropriate stakeholders .
- Coordinates/undertakes routine scheduling for facility inspections and assisting Community Services staff with subsequent inspections when required
- Performs the responsibilities of the position within the legislative and regulatory standards set out in the applicable Provincial and Municipal Acts. Performs the responsibilities of the position consistent with the Operational policies of the County of Renfrew and the Renfrew County Housing Corporation.
- Monitors the annual capital budget in conjunction with the Manager.
- Works to execute a works program indicating priorities and proposed timing of projects. Coordinates the preparation of highly technical scopes of work for the capital and operating works programs concerning architectural, structural, mechanical and electrical systems and emergency maintenance repair work in conjunction with resource professionals as needed. This involves the preparation of tender documents for short form tenders, public tenders and for special Ministry programs.
- Assists and coordinates the contracting and tendering process for all non-recurring projects and for major recurring contracts, such as preventative maintenance contracts; ensures contractors are notified of upcoming tender calls and requests for proposals or quotations; responds to contractor enquiries regarding scopes of work and/or the contracting process.
- Coordinates the post-contract evaluation process, ensures the completion of all required contract close-out information, evaluates contractor performance to support future decision-making regarding contractor selection.
- Coordinates non-recurring projects and large-scale recurring maintenance contracts of a technical nature by providing work authorizations to contractors; monitoring and supervising contractor performance through the conducting of regular inspections to ensure quality assurance and compliance with specifications.
- Works with the Manager to continually monitor contract expenditures to ensure projects are delivered within budget.
