About Us
As part of the Newfoundland and Labrador Health Services, Digital Health provides quality information to health professionals, the public, researchers, and health system decision makers. Through collaboration with the health system, we support the development of data and technical standards, maintain key health databases, carry out analytics and evaluation, and support health research. We support healthcare within Newfoundland and Labrador, including patients and communities through the delivery of information technology (IT) and digital health services applied in the healthcare system to provide quality care. Our mandate includes the development and implementation of a confidential and secure provincial electronic health record as well as other provincial clinical information programs, including the change management required to support adoption by end user clinicians.
About the Role
As a Business Analyst within Data and Information Services, you will be responsible for:
- Work with multiple areas to facilitate, develop and document business, operational, and technical procedures, materials, and templates.
- Coordinate and work closely with technical, data management, analytical and program subject matter experts to support development activities relating to data acquisition and use and develop data documentation (metadata) to facilitate integrated solutions.
- Facilitate data consultation meetings and workshops including multiple stakeholder groups to define and document requirements and drive consensus regarding data and reporting requirements.
- Preparing final documents and application packages for review
- Eliciting and translating business and technical requirements into appropriate technical specifications.
- Working with end-users to define, execute and track test scenarios and ensure appropriate end user training.
- Establishing and maintaining effective working relationships with clients across all levels of the organization.
- Effectively communicating and documenting information in line with agreed processes and procedures.
- Providing input and advice on IT solution strategies, plans and deployments.
- Ensuring adherence to governance and NLCHI standards (e.g., privacy and security).
- Providing oversight, advice, and guidance to high paced teams.
- Support research, health system planning and performance, process, and quality improvement initiatives.
About You
Your education and experience include:
- Degree in business or a related field.
- Minimum of three years' related experience, preferably in a health-related field.
- Experience in the design, development and implementation of key performance indicators and reports, preferably in healthcare.
- Experience working in a data, analytical or technical environment, preferably health related.
- Experience in workflow analysis and procedure development.

- Strong ability to communicate meaningfully with both technical and business analytic resources

- Excellent analytical and problem-solving skills along with a strong attention to detail
- Demonstrated ability to plan and facilitate workshops, build consensus, and facilitate solutions amongst a team
- Ability to demonstrate a high level of judgement
- Ability to function in high pressure, diverse, and changing environment
- Strong awareness of privacy, security, and confidentiality
It would be as asset if you have the following:
- Understanding of the health care system, administrative health data, and electronic health information systems.
- Business analysis certificate, or course completion
