Department OverviewThe Global Anti-Money Laundering (GAML) group at TD Bank Group (TDBG) is accountable for establishing TDBG's global Anti-Money Laundering (AML) and Anti-Terrorist Financing (ATF) program to ensure that all TDBG businesses remain compliant with AML/ATF regulatory expectations in all jurisdictions where TDBG operates.

This includes setting consistent standards across business segments that may be further tailored to specific business or jurisdictional requirements, conducting annual enterprise-wide AML risk assessments, maintaining the Global AML Policy (including Know Your Customer (KYC) and Enhanced Due Diligence on High-Risk Customers); currency transaction and suspicious transaction monitoring and reporting; screening TDBG customers against regulatory watch lists; a hierarchy of designated AML officer functions; enterprise-wide and specialized AML training of employees, and independent AML testing.

Job Details

The Strategies, Solutions, and Transformation (SST) group is a core pillar of the GAML's program, and a first line function in the three-line-of-defense risk management model. The SST team consists of the following subgroups:

  • Business Architecture & Change Delivery (BACD) – Focusing on defining strategies & roadmap for AML capabilities, and advancing the roadmap via technology and non-technology projects, and operating model/governance/process enhancements. This team is the owner of AML capabilities and accountable to the effectiveness of key pillars in TD's AML Program (e.g., High Risk Customer, Transaction Monitoring & Reporting, Sanction Screening etc.)
  • Data Analytics – Focusing on areas such as data analysis, reporting, and model tuning
  • Operations & Solutions Support (OSS) – Focusing on areas such as production incident management, application support, and small enhancements
  • Risk Monitoring & Optimization (RMO) – Focusing on areas such as model performance monitoring, identifying optimization opportunities, and model documentation

We are looking for a Business Information Management Specialist to join the BACD team, directly reporting to BACD's AVP.
As a Business Information Management Specialist, you will:

  • Collaborate with a team of AML, Project Management, Change Management and Technology professionals to identify improvements to the Customer Risk Rating platform and model
  • Ensure business operations are in compliance with applicable internal and external requirements and policies, assess and identify key issues and escalate to appropriate levels and relevant stakeholders
  • Review end-to-end processes and controls and "connect the dots" across issues, data and control deficiencies across various channels in order to increase standardization of solutions, data, processes and controls
  • Support and understand risk identification, risk analysis and risk mitigation according to the regulatory requirements and industry / business gold standard methodologies
  • Develop and maintain a comprehensive inventory of processes and controls with clearly defined owners and roles and responsibilities for each process and control for BACD team
  • Lead and fulfill requests from control partners and stakeholders including action/remediation plans to address model changes, business process gaps or governance issues
  • Participate in requirements gathering (operational, data, model requirements) aligned with the AML Capability Roadmap to ensure GAML's objectives are met
  • Advise and challenge existing methodology and propose refinement to ensure adequate coverage of monitoring, reporting and testing activities.
  • Work with members of the BACD team to ensure key controls are designed and operating effectively on an on-going basis.
  • Collaborates with other members of the BACD, FIU and GAML Advisory teams to foster a "culture of compliance" within the business units and maintain effective working relationship with key stakeholders.
  • Follow applicable internal and external audit and regulatory requirements and may actively participate in Audit Review process, providing evidence of controls and clarification as required
  • Partner with the Risk Monitoring & Optimization team to ensure model is sound from both qualitative and quantitative perspectives; model development approach, decisions, rationale, assumptions, and outcome are satisfactory to Model Validation
  • Identify opportunities to streamline and improve completion of AML deliverables to support a successful implementation of the Customer Risk Rating project
  • Keep current on emerging ML/TF trends and regulatory requirement changes
  • Take ownership of assigned tasks; provide regular status updates, escalate key issues appropriately, and propose solutions and remediation plans
Job Requirements

  • 5+ years of AML compliance experience in the financial services industry or equivalent
  • Strong in data analysis, using data to tell stories and explain "so-what" from AML risk & control perspective
  • Knowledge of and experience in AML/ATF Customer Risk Rating/High Risk Customer program, regulatory requirements, and industry best practices
  • Demonstrated experience working with AML/ATF models in areas such as but not limited to model development, model tuning
  • A curious and inquisitive mindset, with a proven ability to work effectively in a cross-functional, fast-paced and evolving environment
  • Ability to grasp new concepts/information to facilitate effective risks identification and controls evaluation
  • Strong critical thinking, organizational and problem-solving skills.
  • Strong organizational and/or industry knowledge with a proven ability to work effectively in a fast paced cross-functional environment
  • Superior writing skills with the ability to draft superior quality assessments/reports, policies, procedures and business correspondence
  • Demonstrated time management, and stakeholder management skills; flexibility to adjust to changing work priorities
  • Highly organized and diligent individual with the ability to work independently and manage multiple workstreams
  • CAMS certificate is an asset
  • Knowledge of Jira and Confluence tools
