Chief Financial Officer (Cfo)

Intellectual Property Ontario (IPON) is a new provincial agency that will serve as a go-to resource for Intellectual Property (IP) expertise to help researchers and companies maximize the value of their IP, strengthen their capacity to grow and compete in the global market.
The CFO is accountable for the strategic leadership, accountability, and oversight of audit, accounting, treasury, financial planning and reporting for IPON. They are responsible for the approval and oversight of financial policies, procedures and internal controls and the successful completion of any audits. They also support the Board, CEO and leadership team on strategic financial matters.
Reporting to the Chair, Finance and Audit Committee (FAC) of the Board, this is a part-time role (approximately 10 hours per week, or 5 days per month).
Oversight of the organization's financial operations including, but not limited to financial planning and budgeting, financial reporting and analysis, financial risk management, internal controls, cash management, payroll, asset protection, investments, financial aspects of procurements, projects and other financial matters.
Responsibilities:

• Provides executive influence in shaping organizational strategic directions and values, contributing innovative ideas and supporting effective organizational transformation.
• Provides strategic guidance in the provision of centralized cash management services for operating cash flows that exceed $10 million annually.
• Ensures proper business contingencies are developed and implemented so the cash management function can continue in the event of operating disruptions.
• Approval and direction of financial policies, procedures and standards including internal controls to support operational continuous improvement across IPON.
• Approval and direction for technical accounting memos to support accounting policy choices, with support from internal and external stakeholders.
• Approval of financial statements in accordance with Public Sector Accounting Standards (PSAS) and other applicable legislation/standards.
• Approve and/or provide IPON financial information, reports or materials to the Ministries (MCU/MEDJCT), Provincial Auditors, other government or external stakeholders as scheduled or requested.
• Attends all FAC meetings and acts as a strategic advisor to the FAC.
• Attends and leads Board strategic discussions on financial matters upon request.
• Undertakes other specific duties as mutually agreed to with the CEO and FAC Chair.

Qualifications:

• A strategic and trusted advisor with proven experience working with C-Suite executives and board committees/members.
• A successful and proven track record for financial and value-for-money external audits, and ideally with audit teams within government (e.g. Auditor General at provincial or federal level).
• Experienced financial leader with 15+ years of proven expertise in financial planning and analysis, controllership, accounting, financial reporting, financial policies and internal controls.
• Strong knowledge of Public Sector Accounting Standards (PSAS).
• Knowledge of directives applicable to Ontario government agencies is an asset.
• Currently holds a recognized Canadian professional accounting designation.
• Strong relationship building and communication skills, both written and verbal.
• Experience leading and engaging professional teams and create a high performing culture and invest in ongoing staff learning, development and growth.

• Create strong leaders, enhance performance, build relationships and resolve issues.
• Credible as an executive leader and instill confidence in senior government leaders, your teams and stakeholders.
• Provide honest, objective, non-partisan, evidence-based advice to decision-makers.

The part-time annual salary range for this role is $39,011 - $45,000, based on a workweek of 10 hours (25% capacity).
