CAREER OPPORTUNITY

COMMUNITY SAFETY MANAGER

The Town of The Pas is currently recruiting for the full-time permanent position of
Community Safety Manager

Reporting to the Chief Administrative Officer, the Community Safety Manager is responsible for
Community Safety & Well-Being.

Community Safety & Well-Being is the ideal state of a sustainable community where everyone is safe, has a sense of belonging and opportunities to participate, and where individuals can meet their needs for education, health care, food, housing, income, and social and cultural expression.

The Community Safety Manager will be primarily responsible for the Community Safety Officer
Program and the Town of The Pas’s Community Safety Welling Being Plan, along with forcing the provision of bylaws passed by Council.

The Community Safety Officer assists and works cooperatively with the RCMP and other stakeholders, utilizing a collaborative enforcement model. The CSO is responsible for enforcement, prevention, intervention, and education of applicable legislation, emphasizing the downtown area.

QUALIFICATIONS AND SKILLS:

  • Canadian Citizen or Permanent resident.
  • Minimum of 18 years of age.
  • Completion of Grade 12 or equivalent.
  • Post-secondary education or experience in a related field. o Emergency Management Courses would be an asset (or willingness to take).
  • Relevant experience in organizational management, administration, and supervision.
  • Valid class 4 driver’s license and a clean driver's abstract.
  • Minimum vision and hearing requirements (as per job description – upon request).
  • Successful passing of the Physical Abilities test.
  • Successful passing of Criminal Records Check, Vulnerable Sector Checks, Child Abuse

Registry Check, and enhanced security clearance required by MB Justice with the ability to maintain.

  • Strong people skills, with emphasis on effective communication and conflict resolution.
  • Excellent oral and written communication with a focus on customer service and public relations.
  • Demonstrated ability to maintain a professional manner and make sound decisions under stressful public conditions
  • Demonstrated knowledge of issues facing hard-to-serve populations, including but not limited to: homelessness, addictions, crime prevention, and public safety.
  • Demonstrated understanding of the social roots of crime, and knowledge of community resources.
  • Possess current certification in Standard First Aid, including CPR (or willingness to take).
  • Ability to work shift work.
  • Ability to speak Cree would be an asset.
  • Safety Officer Induction certification would be an asset or the ability to obtain:

Upon conditional hire, the Community Safety Coordinator will be required to attend a Training Program for 4 weeks in duration.

DUTIES AND RESPONSIBILITIES:

  • Establish a plan for overall operations and requirements of the department.
  • The Community Safety Officer Program - enforcement, prevention, intervention, and education of applicable legislation, with an emphasis on the downtown area.
  • The Town of The Pas’s Community Safety and Welling Being Plan.
  • Municipal By-Law Enforcement – ensure enforcement and compliance.
  • Emergency Measures Act - Emergency Management– keeping the Town of The Pas

Emergency Plan current.

  • The Accessibility for Manitobans Act – keeping the Town of The Pas Accessibility Plan current.
  • Liaison with the local RCMP Detachment.

WORKING SCHEDULE AND ENVIRONMENT:

  • Possibility of some Shift work.
  • In office and outside environment.
  • Work in both warm and cold weather conditions.
  • Wear duty belt and protective vest for 10-hour shifts.
  • Must be able to work independently.
  • Ability to travel for extended periods to attend required training.

SALARY AND HOURS: A competitive, market-related wage in the range of $70,000 - $75,000 per year, appropriate with experience and qualifications, and a comprehensive benefits package will be offered to the successful candidate.
