As the Director, Business Intelligence and Analytics within the East Region, you will be the lead for translating strategic priorities for an integrated system into measurable program goals and managing an advanced Business Intelligence and Analytics system to support health system evaluation and evidence based decision-making.
Here is what you will be doing:
  • Lead the establishment of a Business Intelligence and health system analytics program that supports a population health approach to planning, performance management and executing programs, policies, and interventions across the health care system and its non-health partners including community and social services, research advisors and partnerships, municipal and local government, and local public health units.
  • Provide leadership, expertise and advice on needs assessment and communication of innovative frameworks, identifying health inequities, performance measurement and accountability to inform the planning of equitable and sustainable health system improvements throughout the East Region.
  • Design and implement evaluation models and performance frameworks to determine the effectiveness of the health care strategy and the impact on the health care system and users of the system.
  • Ensure program planning process incorporates social determinants of health and health equity principles/priorities.
  • Provide leadership in strengthening evidence-based approaches to community engagement, ensuring a health equity lens and data driven modelling.
  • Advise on short- and long-term outcomes, and develop Business Intelligence and analysis related to planning or initiatives for performance and results management.
Operations/Management
  • Direct the day to day work of the program, setting priorities, engaging with senior management on analytical priorities, ensuring quality of work in consultation with the Capacity, Access and Flow, System Strategy, Planning, Design & Implementation and the Performance, Accountability and Funding Allocation portfolios.
  • Direct portfolio financial and human resources including: hiring, orienting and training of staff, determination of performance standards and conduct of performance reviews, managing a broad range of employee relations matters; developing, recommending and managing budget; managing material assets/resources.
  • Lead regular team meetings to set goals and monitor department performance.
  • Provide the direction and support required to ensure initiatives are in alignment with provincial and local strategic priorities.
  • Report on progress, identify risks and related mitigation strategies with regard to Business Intelligence and Analytics issues.
Collaborative
  • Work in a close partnership with the Capacity, Access and Flow, System Strategy, Planning, Design and Implementation and Performance, Accountability and Funding Allocation portfolios to advance regional and provincial health system goals.
  • Work collaboratively to identify opportunities for improvement to the development, implementation and maintenance of methodologies for the analysis of information (e.g. surveys, balanced scorecards) to report on performance.
  • Work closely with Ontario Health Teams to support an understanding of population health management and future planning of health needs using a health equity approach.
  • Work closely with East Region providers to align work with provincial, East Region and Ontario Health initiatives.
Here is what you will need to be successful:
Education and Experience
  • Masters degree in epidemiology, health informatics, statistics, economics, health administration, business administration or equivalent education/experience
  • 8 years' work experience in the public or private sector in a health care sector
  • Minimum 5 years' experience leading/managing teams (direct or indirect), utilizing relationship building and management skills
  • Knowledge of Ontario health sector and workforce trends within this sector
  • Strong knowledge of health related data and databases, health care reporting requirements, statistical/analytic software, Business Intelligence tools, data manipulation, reporting and visualization
  • Understanding of current and emerging theories, principles, strategies, frameworks, methods, applications, best practices and techniques used in developing and building complex analytical models and their application in health system and population health domains
  • Knowledge of local health issues, priorities and needs while recognizing the broader trends in health care policy and system development
  • Knowledge of community resources (e.g., services and programs), the roles of health care professionals and of direct care/care coordination models used in community health care organizations
  • Knowledge of the needs of Indigenous (urban and community), Black, Francophone, under served and vulnerable communities including expertise in Anti-Racism practices
  • Experience in supporting transformation using data as an enabler to facilitate strategic thinking and planning, and acquire data and appropriate programs/software to support high quality advanced analytics
  • Demonstrated knowledge of change management principles
  • Experience in effective strategic planning, budgeting, research, resource allocation, analytics and policy processes
  • Extensive experience in building and maintaining strong stakeholder relationships
Skills and Abilities
  • Proven ability to build consensus and lead projects with multiple stakeholders to achieve sustainable system wide change
  • Highly developed communication skills, both verbally and written; the ability to provide and obtain information of a complex, technical or sensitive nature effectively
  • Demonstrated ability to facilitate meetings and mediate among stakeholder groups and individuals to solicit understanding and support
  • Excellent abilities to analyze and interpret complex information to deliver a solution that meets business needs including prioritization
Employment Type: Permanent Full-Time

Salary Band: 9

Location: Ontario East Region (e.g., Ottawa, Belleville, Kingston, Pickering); currently hybrid; subject to change. All applicants must be a resident of Ontario to be considered for roles at Ontario Health.
