Job description

Reporting to the Executive Vice-President, Planning & Chief Engineering & Modernization Officer, the Director, Enterprise Program Management will play a pivotal role in steering complex enterprise work programs within the organization. This role is responsible
for overseeing and directing the development and monitoring of the organization’s short and long- term enterprise work programs, including the annual capital and maintenance work programs. The role collaborates with internal stakeholders to develop strategies for balancing work programs including resourcing, portfolio allocation and scheduling, and aligns work programs with long term and annual business planning and budgeting objectives. The Director actively manages critical internal relationships to ensure that risks to the work program are mitigated and work proceeds in an effective and efficient manner.  In addition, the incumbent is expected to research and implement best practices in the area of Program Management and delivery.

KEY RESPONSIBILITIES:        
•    Designs and develops the organization’s work program strategy and optimizes annual regulatory funding, including for all capital and maintenance programs
•    Controls and reports on the long-term view of the organization’s work program, including visibility for rolling multi-year alignment of funding to actual attainment, providing options and flexibility to rebalance throughout each regulatory period
•    Collaborates with internal stakeholders to develop and implement strategy for balancing the work program including resourcing, portfolio allocation, scheduling, execution delivery and confirms alignment to long term and annual business planning and budgeting cycles
•    Oversees and directs the development of the work program on an annual basis and forecasts, plans, executes and reports on the efficient delivery of the overall work program, including scheduling, resource balancing, risk analysis and mitigation planning to address additions or amendments as required
•    Synthesizes and summarizes analysis and makes recommendations for Executive decision-making regarding capital and maintenance program delivery; andvalidates that controls and governance mechanisms (e.g. business requirements planning, scorecards, regular and short interval control meetings) are in place to balance allocated regulatory funding, planned work programs and projects, and available resources
•    Directs a team of leaders in the continuous improvement of systems, processes and measures to optimize safety, reliability, productivity and customer outcomes
•    Provides operational support to execution departments and interfaces with finance, planning, regulatory, and other functions to ensure work programs are aligned with budgetary, executability, and external and internal stakeholder expectations and constraints
•    Manages annual budget, plans, scorecards and measures consistent with corporate, divisional and departmental goals
•    Directs and manages departmental activities to comply with required environment, health and safety (EHS) legislation, regulations, policies, procedures and practices
•    In alignment with organizational programs and practices, manages employee performance, attendance and training and development
•    Provides coaching and feedback to motivate and engage employee outcomes in the attainment of organizational goals; acts to address gaps in performance which may impact outcomes and provides varied growth opportunities and supports specific projects and rotations for all employees
•    Researches and implements best practices in the area of Program Management and delivery
•    Develops standard processes, procedures, practices, systems, and tools to drive efficiency in the delivery of Program Management across divisions
 
REQUIREMENTS:

-Undergraduate degree (Engineering, Business, or Finance strongly preferred)
-Professional Engineer (P.Eng) and/or Project Management Professional (PMP) and/or Chartered Professional Accountant (CPA)
-Ten (10) years progressive professional experience with a focus on work Program Management and execution and/or design and construction and/or financial planning, reporting and/or utility operations
-Ten (10) years progressive leadership experience, preferably in utility, energy, operations
-Seven (7) or more years experience working with internal and external stakeholders on complex multilateral matters
-Graduate degree in business or engineering
-Strong knowledge of the utilities industry and related work execution and capital and maintenance program delivery
-Strong knowledge of program and project management theory and practices
-Knowledge of risk management principles
-Strong influence and negotiation skills
-Strong stakeholder management and engagement skills
-Strong change management skills
-Strong verbal and written communication and presentation skills
-Strong problem-solving skills and decision-making skills
-Strong understanding of project management principles and skills
 
We have introduced a Hybrid Work Arrangement. This position allows for remote work up to three days per week, based on business needs.  Employees will be required to come onsite on those days when they are involved in activities that they or their leader feel are better conducted in person. You are expected to live in Ontario and within reasonable commuting distance of the office.
