Reporting to the General Manager of Corporate Services, the Director of Information Technology is responsible for providing vision and strategic leadership for the development and implementation and delivery of Information Technology initiatives. The Director of Information Technology ensures that technology-related services are delivered to the organization with optimal levels of service and performance. The Director of Information Technology will:
  • Lead IT strategic and operational planning to achieve business goals by fostering innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment, and management of current and future IT systems across the organization.
  • Provide leadership to IT staff, and develop, update, and maintain the budget.
  • Ensure continuous delivery of IT services through oversight of service level agreements with end users and monitoring of IT systems performance.
  • Lead the development of the corporate IT strategy, policies and directions and collaborate with the appropriate departments to develop and maintain a technology plan that supports organizational needs.
  • Provide IT expertise and industry knowledge to shape and inform advancement of technology opportunities and solutions.
  • Coordinate and facilitate consultation with internal and external stakeholders to define business and systems requirements for new technology implementations.
  • Oversee IT related procurement and vendor management.

The ideal candidate will have a university degree in Computer Science or related discipline, coupled with a minimum of ten (10) years of leadership experience in a broad Information Technology portfolio in the public sector, preferably in a municipal urban growth environment. PMP Certification would be considered an asset. As part of the extended management team, the ideal candidate would embody and lead in a manner consistent with the Town’s Core Commitments:

Other requirements include:
  • Broad knowledge of new and emerging technologies and best practices and an understanding of how they may benefit the Corporation.
  • Superior analytical, evaluative, and problem-solving skills, as well as exceptional service orientation.
  • Exceptional written and verbal communications skills. Able to adapt and tailor the conversation/presentation to a variety of audiences and contexts.
  • Able to connect complex technical solutions to emerging or existing business opportunities.
  • Working knowledge of a wide variety of computer programs and applications is necessary,
  • Understanding of voice systems including land phones, voicemail, smart phones and call centre technologies.
  • Experience negotiating technical agreements and contracts.
  • Demonstrated thorough knowledge in systems technologies including data and information security, systems development, enterprise architecture, network operations, telecommunications, Enterprise Architecture management and spatial technologies such as GIS.
  • Knowledge of applicable legislation, bylaws, legal proceedings and the ability to interpret legislation such as Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), as well as governing industry requirements such as the Payment Card Industry Data Security Standard (PCIDSS) that are relevant to the position.
  • Ability to align programs/ services with corporate strategic direction; to foster corporate thinking and a consultative, cooperative team approach and positive attitude amongst staff.
  • Excellent interpersonal skills, capable of relating effectively to a diverse range of people, personalities and styles (both internal and external)
  • Highly adaptable and flexible to changing systems, conditions and/or priorities.
  • Able to meet deadlines.
  • Political acuity.
  • Computer literacy utilizing the Microsoft Office Suite (Word, Outlook, Excel, PowerPoint, Access, Outlook, SharePoint, Teams) as well as Adobe and cloud-based applications.

Salary Range: $138,375 - $162,800 (Band 11)
