Director, Program Accounting

The Ministry of Advanced Education provides leadership and resources to foster a high-quality advanced education and training system. This includes supporting the development and delivery of programs that provide financial assistance to students through the provincial student loan program, scholarships, bursaries and other initiatives that enhance student access to a post-secondary education.
The Corporate Finance Branch of the Ministry is seeking a dynamic professional accountant to be part of a leadership team that provides strategic direction and oversight for the financial planning and accountability process for student assistance programs.
Reporting to the Executive Director of Corporate Finance, you will manage a small team of accountants that oversee all aspects of the Student Aid Fund and related controls, which includes preparing budgets, completing forecasts, accounting for monies issued to and collected from students and managing cash flows. This also includes overseeing the preparation of the Fund's financial statements, communicating with the Trustees, ensuring compliance with legislation and public sector accounting standards and guidelines, and overseeing the financial accountabilities stemming from the involvement of external service providers that administer aspects of the student loan program. You will also provide leadership and accounting advice as it relates to the design, delivery and reporting of other student assistance programs.
You will represent the Ministry on inter jurisdictional federal-provincial committees on financial matters relating to student assistance. This includes the development of federal-provincial audit strategies, operational policies and collections strategies.

Experience with fiscal planning and reporting processes, and financial statement preparation and analysis is essential. To be successful, you will also have excellent interpersonal, negotiation and communication skills coupled with demonstrated leadership and management experience.
A Chartered Professional Accountant designation along with a minimum of five years of related experience is required to be successful in this position.
