SUMMARY
The position provides financial analysis and reporting services to multiple programs, projects and lines of business.
ACCOUNTABILITIES
• Analyzes and develops expenditure and revenue forecasts, recommends options to maximize resource utilization of several program areas and ensure alignment with the Service Plan.
• Develops, calendarizes and consolidates program budgets submissions into the budget (i.e. operating/capital/FTE budgets and may include Revenue/Recoveries budgets).
• Develops financial management reports and presents information to track and monitor budgets, commitments, expenditures and revenue projections and identify options to mitigate or resolve variances.
• Recommends budget reallocations, transfers and adjustments to achieve a balance between budget realities and the competing needs of various program areas.
• Researches and analyzes proposed changes to programs in order to identify and quantify financial impacts, provide advice and recommend viable solutions.
• Develops and maintains financial controls and procedures.
• Identifies and recommends changes to policies, procedures and systems to enhance controls and efficiency of financial management practices and facilitate improved accounting and reporting.
• Monitors operations for adherence to financial policies and to assess the effectiveness of internal controls.
• Provides advice to business unit staff on financial planning/budget preparation.
• Analyzes balance sheet accounts to ensure they reflect the BCFSA's financial activities; attests to the reasonableness of asset, liability, revenue and expenditure accounts.
• Contributes to the team's development of internal work practices (e.g., policies, procedures and tools).
• Provides orientation and training to internal and/or external stakeholders within area of responsibility.
• Contributes to, participates in, and supports organizational business transformation initiatives.
JOB REQUIREMENTS
• Diploma in financial management, or CA/CMA/CGA, and some experience conducting financial analysis or, an equivalent combination of education and experience.
• Experience developing financial forecasts and supporting budget evaluation processes for multiple business areas.
• Experience analyzing financial and accounting statements and recommending reallocations.
• Experience developing financial statements and reports.
• Knowledge of financial policies, internal controls, accounting and auditing principles and practices.
• Knowledge of the application of Generally Accepted Accounting Principles (GAAP) in a public sector or crown corporation.
• Knowledge of financial planning and administration, budgeting, risk management, and procurement.
• Ability to interpret financial legislation and regulations.
• Ability to exercise judgement, initiative, and discretion.
• Superior oral and written communication skills.
