About Us


Maintaining and building our Provincial infrastructure is no small job.
The Infrastructure Management division at the Department of Public Works supports Nova Scotia’s 2400 buildings and infrastructure assets across a wide range of clients. We maintain and support various government buildings and other built assets, including museums, core buildings and office buildings supporting the work of government, correctional centres, and justice centres.
Without our Infrastructure Management staff’s proactive measures, equipment issues or failures could lead to an interruption of services provided. The Financial Services Officer is just one of our key team players who support the overall safety and efficiency of our provincial building infrastructure.

About Our Opportunity


As the Financial Services Officer 2 you will be responsible for the preparation and interpretive analysis of financial reports required by Senior Management.


Primary Accountabilities


You will provide advice and recommendations regarding the administration of project managers’ financial resources. You will also identify financial implications of proposed projects and activities and help with solutions and options of financial and accounting issues for the branch.
Most importantly, you will be responsible for providing a wide and varied range of financial support services including high level analysis, data gathering, budget and forecasting in order to support the division’s mandate, strategy and decision-making.
As the Financial Services Officer 2 you will report to the Manager, Business Services, Real Estate and Infrastructure Management.

Qualifications and Experience


This may be the right opportunity for you if you have completed 3 years of post-secondary professional accounting training plus 5 years of related experience; an equivalent combination of training and experience may be acceptable.
You are guided by Generally Accepted Accounting Principles (GAAP) as well as Public Sector Account Board (PSAB) in your work. You possess exceptional time management skills and are detail orientated. You are comfortable working with minimal supervision, with demonstrated initiative.
You have previous experience providing advice and direction with regards to financial matters, using discretion when dealing with confidential and sensitive information. You also possess exceptional communication skills (written and verbal), advanced Excel skills and are comfortable communicating with both internal and external stakeholders and clients.
While not required, it is considered an asset if you are currently enrolled in a professional accounting program (CPA) and have knowledge of the Corporate Financial Management System (CFMS/SAP), Tangible Capital Asset (TCA) Policy, Power Point and Ariba.
We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.
Working in an open concept office, you will have exposure to continual distractions and interruptions such as peripheral conversations and noise from equipment. As a point of contact, you will respond to regular and ongoing contact from staff in person, via telephone, email or other electronic means.

Equivalency


An equivalent combination of training, education and experience will be considered. Related equivalencies may include, but are not limited to:


  • A related 2-year diploma along with six (6) years of related experience;
  • Eight (8) years of related experience

Working Conditions


Most of your time is spent in a comfortable office setting. Your normal work week is 35 hours/week, 7 hours/day.

Pay Grade: TE 22

Salary Range: $2,178.43 - $2,561.85 Bi-Weekly
