POSITION DESCRIPTION
POSITION TITLE:Equipment Operator I and II (level II is for operators who possess Landfill Operators Certification).
DEPARTMENT Landfill Operations
POSITION SUMMARY:
Reporting to the Commission Manager, this is an operations position responsibility for the operation and maintenance of the Westlock Regional Waste Management Facility light and Heavy Equipment. The incumbent is responsible for the continued compacting of the landfill as well as road and site maintenance as necessary.

GENERAL DUTIES OF THIS POSITION:
Under the general direction of the Commission Manager, the operator is responsible for:
- Performs duties or operates all equipment used in maintenance of landfill, roads, class III, or any other facility under landfill responsibility.
- Ensuring the Waste Management Facility operates in accordance with the “Approval” as issued by Alberta Environment and follows the operations plan and all applicable Provincial Legislation and Regulations
- Identifies wastes entering the landfill and screening for prohibited wastes.
- Is proficient in operation of all equipment.
- Undertake, or ensure that, all preventative maintenance, repairs, and operation, of all equipment, according to current practice written procedures or as assigned by supervisor.
- Uses pleasant manner and sound judgment when dealing with the public.
- Directs site users to appropriate disposal or storage locations.
- Become oriented and familiar with all tools and equipment before use; operate equipment and tools wisely.
- Shows initiative by undertaking appropriate tasks without supervisory assignment.
- Work as a team member to attain organization goals.
- Monitors methods of burial and cover of working face
- Perform manual labor as necessary, such as shoveling, lifting heavy objects, and trimming of brush and trees.
- Become oriented and familiar with all tools and equipment before use; operate equipment and tools wisely.
- Responsible for other duties as assigned by the Commission Manager from time to time.
- Monitors water runoff and leachate volumes when required.
- Other duties as required.
- Has a clear understanding of departmental operations and has experience carrying out all tasks and functions of this position. Requires supervisory review when judgmental calls are required outside of this scope.
- Must adhere to all safety standards under the Occupational Health & Safety Act and pursuant regulations, Landfill Policies and Procedures and WHMIS Guidelines, and equipment guidelines.
- Report all damage and accidents immediately and provide written incidence reports.
- Liaise with the public in a professional and effective way, referring complex inquiries or requests to the Manager.
- Willingness to be trained in other areas.
- Work as a team member to attain organization goals.
SPECIFIC RESPONSIBILITIES: Same as above.
WORK SCHEDULE:
Days and hours of work may vary in accordance with the requirements of the Facility and directives of the Manager. A work week will consist of 40 hours per week.

The Environmental Protection and Enhancement Act with its associated regulations (the Waste Control Regulations) are the major statues used in the administration of the Waste Management Facility. The Approval document, Operations Plan, and WHMIS are key documents to ensure the facility is operating within compliance of the Statutes and Regulations.
Decisions/Responsibilities
The decisions and recommendations made by the Operator are of an administrative/operations nature. Administrative decisions are made independently in accordance with the Commission’s policies and applicable legislation.
REQUIRED QUALIFICATIONS OF THIS POSITION:
- Must possess Alberta Class Five Drivers’ License and provide an abstract.
- Grade Twelve (12) or equivalent
- Must be physically fit (ability to do heavy work)
- Must be willing to work in all types of weather and working conditions outdoors.
- Minimum 5 years equipment experience, including dozer, packer, track loader, wheel loader, skid steer.
- Small equipment experience, including mowers, tractors, and lawn care equipment is an asset.
- Must possess good interpersonal skills in working with co-workers and supervisor with competent oral and written communication skills.
- TDG Certification and WHMIS Training
- Landfill Operators Certification Preferred, or ability to obtain certification within one year.
- First Aid/CPR certification
- Own form of Transportation
Equivalencies may be considered.
