The Retirement Homes Regulatory Authority (RHRA) is a self-financing authority independent of government, with the mandate to license and inspect Ontario’s more than 750 retirement homes where over 50,000 seniors live. The RHRA is an agent for positive change, by working with the retirement homes sector to increase the protection, safety, and well-being of our aging population.

The RHRA administers the Retirement Homes Act, 2010, which involves licensing homes, educating licensees, consumers and the public about the standards regulating retirement homes, carrying out inspections of retirement homes, and taking compliance and enforcement action as needed. The RHRA’s guiding principle is that a retirement home should be a place where residents live with dignity, respect, privacy, and autonomy, in security, safety and comfort and can make informed choices about their care options.

The RHRA is seeking candidates for the role of Human Resources and Corporate Services Administrator.  Reporting to the Director, Human Resources, the candidate will be responsible for contributing to the Human Resources function of the RHRA in support of achieving organizational excellence.  The portfolio includes the development and implementation of HR policies and programs including Inclusion, Diversity, Equity, Anti-Racism and Accessibility (IDEAA) programs and services encompassing recruitment and onboarding, employee engagement, employee relations, payroll and benefits administration, performance management, attendance management, health and safety, training and development, and procurement.

The successful candidate will be a solutions-driven and results-oriented professional, with a commitment to customer service with excellence.  In this role you will:

  • Prepare the bi-weekly payroll submission with payroll calculations for payouts to outsourced payroll provider and resolve related issues. This includes the preparation, generation and issuance of Records of Employment and the reconciliation, production, and distribution of annual T4 and T2200 statements.
  • Perform data entry and maintenance of employee payroll and benefits data.  This includes salary changes, taxes, direct deposits, benefits and other general deductions in the system, and enrolment, employee changes and questions, and termination processing within the benefits plans.
  • Support the end-to-end recruitment and on-boarding process for all positions. Develop and prepare orientation plans in consultation with the hiring manager to effectively transition an employee into the organization and/or their new role.
  • Coordinate the procurement process.  This includes providing administrative support across the organization for procurement activities (ensuring process is known and adhered to, facilitating RFP/RFS process, coordinating documentation, approval, contract, and payment processes).
  • Partner with internal committees - as applicable - to organize events and activities that promote inclusion, diversity, equity, anti-racism, and accessibility; promote a community spirit amongst RHRA employees; and/or promote and advocate for a healthy and safe working environment for employees.
  • Support the administration of the organization’s total rewards, performance management, and training and development program, including sourcing relevant development options and managing applicable enrolment processes.
  • Support all HR records-keeping and reporting requirement, in paper and electronically, to ensure data integrity, efficient and systematic control of the creation, receipt, maintenance, use, and disposition of records, and to maintain evidence of and information about HR activities and transactions.
  • Liaise with building management as required (e.g. temperature control, access cards, maintenance), arrange services from third-party providers (e.g. Iron Mountain secure recycling pickup) and order, receive and ship office supplies as needed.

Minimum Qualifications:

  • Bachelor’s degree in Human Resources, business, management, or other relevant discipline. 
  • Working knowledge of the ESA, OHSA, AODA and other relevant legislation.
  • 3 years of progressive and solid HR generalist experience. 
  • Solid experience in preparing payroll and related payroll accounting. Previous experience processing payroll using ADP WFN would be an asset.

  • Strong client service orientation, self-confidence, and tact, with the ability to understand clients’ needs.
  • High integrity, discretion, and professionalism, with accountability for confidential-sensitive information, quality, timely and cost-effective results.
  • Advanced computer proficiency in ADP’s WFN, Microsoft – Word, Excel, PowerPoint, Outlook, Visio, SharePoint.
  • Bilingualism, French and English, written and spoken is not required but would be an asset.

Effective February 1, 2024, RHRA is adopting a purposeful hybrid approach to working and it is anticipated that this position will be required to work from the RHRA’s Toronto office at least one day per week. Required office equipment (laptop, headset, softphone) will be provided.
