Summary:
SUMMARY OF ROLE RESPONSIBILITIES
Within the context of a client and family centred model of care and, in accordance with the Mission, Vision and Values, and strategic directions of Providence Health Care, the person promotes a safe, respectful, and civil working environment for patients, residents, families, visitors and staff.
Reporting to the Manager, Talent Recruitment, the Immigration Sourcing Specialist provides technical and accurate non-legal immigration advice to support hiring leaders and managers with respect to the recruitment and retention of non-Canadians and all other non-student immigration related matters. The Immigration Sourcing Specialist works closely with PHC Recruitment Services to source foreign workers in support of various programs across the organization. The Immigration Sourcing Specialist is familiar with different types of Canadian immigration programs such as Work Permits, SINP, LMIA, etc. in order to coordinate the application process including evaluating applications to identify category qualifications, researching the processes and requirements for different types of applications and explains immigration processes to managers and leaders without any immigration experience.
The Immigration Sourcing Specialist also supports in the identification of external and internal talent across a diverse portfolio and supports the talent acquisition of healthcare leadership professionals into PHC career opportunities. The role is responsible for building a strong talent pipeline for PHC current and future staffing needs. Utilizing strong relationship management skills, develops and executes strategic sourcing plans to feed talent pipelines and works within Talent Recruitment and other departments in People Services to network with internal and external partners and vendors to strengthen the PHC employee value proposition. The role provides value-add advice and guidance, and works closely with Talent Recruitment Advisors to support sourcing strategies by researching, developing, and leveraging talent pools and new approaches to sourcing. The Immigration Sourcing Specialist identifies suitable candidates for PHCs executive and leadership search process and supports the development of an overall search strategy.
Qualifications / Skills and Education:
Education, Training and Experience
Bachelor’s degree in a related discipline plus three (3) to five (5) years of related experience in a multi-level, multi-discipline organization working with union and non-union staff or an equivalent combination of education, training and experience. Knowledge of immigration law/recruitment is an asset.
Preferred candidate is a Regulated Canadian Immigration Consultants (RCIC) in good standing with College of Immigration and Citizenship Consultants (previously ICCRC) in order to provide qualified immigration advice.
Skills and Abilities
Comprehensive knowledge of BC healthcare job market trends and sourcing candidates in a competitive market place.
Demonstrated ability to accurately interpret and apply the Immigration and Refugee Protection Act and regulations, United States-Mexico-Canada agreement (CUSMA), Ministerial Instructions and the Criminal Code of Canada (as it relates to immigration matters).
Knowledge of and demonstrated ability to appropriately apply the International Mobility Program, the Temporary Foreign Worker Program, the BC Provincial Nominee Program, the International Experience Canada Program, other international exchange programs and research award authorities that pertain to specific LMIA exemptions in Canada.
Comprehensive knowledge of best practices as these relate to recruitment processes in the health care industry.
Ability to work as part of a team as well as the ability to work and think independently.

Duties and Responsibilities:
  • Provides consultation and advisory services to recruitment services and hiring managers with respect to recruitment and hiring practices in relation to immigration legislation
  • nterprets, analyzes and resolves immigration issues that arise and advise on corrective action(s)
  • Partners with Talent Recruitment Advisors and other stakeholders to understand the organizations current and future health human resource needs to develop external sourcing initiatives and advised on best practices. Researches journals, newspapers and websites to stay current on best practices and emerging trends in job market.
  • Identifies gaps in market presence based on health human resource plans; develops and recommends strategies to respond to future workforce needs and feed talent pipelines.
  • Provides recommendations for the development of new sourcing strategies, engagement tools and processes to attract future employees.
  • Develops and implements procedures and processes to create compliance regarding the recruitment and retention of foreign nationals under the Temporary Foreign Worker Program (TFWP)
  • Working with Immigration, Refugees and Citizenship Canada (IRCC), Canada Border Services Agency (CBSA), Employment and Social Development Canada (ESDC), British Columbia Provincial Nominee Program (BCPNP) and other relevant agencies (e.g. BC Health Authorities, BC College of Physicians) to resolve immigration related issues for non-Canadian faculty and staff, potential academic staff and authorized visitors
  • Conducts research to correctly identify appropriate sections of immigration legislation, regulations and processes and utilizing them to retain non-Canadian employees on a long-term basis
  • Develops and implements a variety of immigration related training manuals for the recruitment team
  • Remains current with immigration law/policies through continuous professional development
  • Assists recruitment services with Labour Market Impact Assessment Exempt Assessments, ensuring legal requirements are met and that records are retained
  • Advises recruitment services and hiring managers on applications for permanent residency and overseeing applications for BC PNP nominations, ensuring that PHC is compliant with the requirements
  • Acts as point of contact and resource for all compliance audits conducted by the IRCC, ESDC and the Immigration Consultants of Canada Regulatory Council (ICCRC)
  • Performs other related duties as assigned.
