Reporting to the Director of Public Spaces Delivery (PSD), as the Manager of the Buildings and Architecture Division, you will be accountable for and oversee the strategic direction and operational management of the Division in alignment with the Corporate Strategy and Department goals. As a strategic decision-maker, you will possess political acumen and have experience in leading transformational change and enabling innovation. As a member of the PSD Management Team, you will be expected to foster an inclusive leadership approach that promotes equity, diversity and inclusion, as well as psychological and physical safety.
The Public Spaces Delivery Business Unit is responsible for the delivery of design and construction of major capital projects in the areas of Transportation, Parks, Recreation and City Facilities. As the Manager of the Buildings and Architecture Division within that Business Unit, your primary duties include:
- Lead a diverse team of professionals in the project management, architectural and engineering fields, developing a culture of collaboration, technical excellence and outcome-oriented decision-making.
- Manage all activities of the Buildings and Architecture division, including but not limited to:
- Provide direction and oversight to City of Calgary staff on capital investment initiatives from a broad understanding of industry and City capital budgeting process, procurement standards, contracting and legal agreements, funding sources, financial systems, tangible capital assets, operating cost effectiveness and asset management, project management, architectural and engineering design and advisement reflecting current best practices, codes and policies, technologies, occupant safety, functional use and design requirements for service delivery.
- Champion the quality management process for all stages of vertical infrastructure delivery in alignment with the approved scope, cost, and schedule through knowledge of industry best practices and emerging trends.
- Ensure consistency of selection of consultants and contractors and oversee performance for all project stages.
- Advocate with PSD leaders for the development, alignment, and consistency of: Building process, Quality Management Programs, Responsibility and Accountability practices (as owner, with civic partners, etc.) and risk-based decision making.
- Ensure consistency in project delivery for vertical infrastructure that are inclusive, accessible, connected, and resilient in alignment with PSD project management practices, processes, and quality management systems.
- Prepare forecasts related to team and project sequencing and investment plans, demonstrate collaboration and application of problem solving and negotiation skills in managing people and projects.
- Oversee performance assessments of the assets delivered compared to initial plans and contract documents, lessons learned at close out and transition into facility operations.
- Lead business and annual work planning to help develop, monitor, and manage divisional operating and capital budgets.
- Build and maintain strong relationships with internal team members, City partners across departments, and external industry partners.
- Build and maintain inclusive teams, and support the development of self and others, while modelling The City of Calgary's values and promoting respectful workplace behaviors.
Engineering Specific Duties (If applicable):
- Provide responsible member duties within the corporation, including overseeing research, creating and maintaining guidelines, standards and policies that govern design and construction matters, and supporting legal proceedings.
Engineer:
- A degree in Engineering with at least 8 years of relevant professional engineering experience obtained after receiving your P. Eng. designation and a current licensure as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) complete with practicing status OR licensure and practicing status by the first day of work. Non-Engineer:
- A degree in Architecture and current registration as a Registered Architect with the Alberta Association of Architects (AAA), with at least 10 years of directly related experience.
- A degree in a related field with at least 10 years of related technical experience will be considered.
All Applicants:
- At least 6 years of experience leading and supervising teams.
- A master's degree in a related technical field or in business administration (MBA) will be an asset.
- Experience and success in creating and executing a strategic vision and direction for a complex organization or division, ideally in a service-based environment is preferred.
- Experience overseeing delivery of vertical-build projects through planning, design and construction completion is preferred.
- Public sector experience, particularly municipal government experience in a large, multi-union environment, is a preferred asset.
