As the Manager of the Development Engineering Division, reporting to the Director of Community Planning, you will be accountable for and oversee the strategic direction and operational management of five domains within the division, consisting of professional engineers, engineers-in-training, engineering technologists, and other professionals who support the decision-making and risk management process associated with land development applications within The City of Calgary. The domains include:
- Utility Engineering Generalists: Support the Development Applications Review Team (DART) across various business units and groups, including providing support to Utility Engineering Specialists.
- Utility Engineering Specialists: Review development applications with a focus on water, wastewater and stormwater management, as well as detailed design of developer constructed utility infrastructure.
- Mobility Engineering Generalists: Support DART by representing the Mobility Engineering Specialists groups, Mobility Design Review, Calgary Transit, Traffic Control and Parking, Mobility Safety and Public Spaces Project Development.
- Mobility Engineering Specialists: Review development applications with a focus on transportation networks, and streetscape design, support multimodal transportation options, and liaise with communities, special interest groups and Council.
- Development Commitments: Oversee the administration of the Off-site Levies Bylaw, negotiate timing and financial obligations required to support developer constructed City infrastructure, execute development and indemnification agreements where development triggers an upgrade or change to City infrastructure.
As a member of the Community Planning Management Team, you will guide and mentor team leaders, as well as manage high-level politically sensitive issues. Acting as the Responsible Member for The Association of Professional Engineers and Geoscientists of Alberta (APEGA), you will be accountable for all engineering decisions related to development applications. Primary duties include:
- Supervise professional staff, developing short and long-term strategies, and participating in major development application and planning projects.
- Lead and support teams to independently make decisions on complex technical issues.
- Oversee improvement initiatives that affect the development continuum, with a focus on engineering and infrastructure.
- Ensure financial accountability with respect to off-site levies, cost sharing between private developers and the administration of the Developer Funded Infrastructure Stabilization Fund (DFISF).
- Represent Development Engineering in relevant court cases.
- Execute legal agreements that support development applications.
- Collaborate and partner with other Community Planning and Planning and Development Services leaders to provide strategic direction and alignment to ensure DART accountability; build consistency and efficiency with DART decision-making outcomes.
- Liaise with Council, industry partners and other City departments with direct links to the Infrastructure Services and Operational Services Business Units; promote interdepartmental cooperation and excellent customer service.
- Represent Development Engineering at Public Hearing, Calgary Planning Commission (CPC), and the Subdivision Development and Appeal Board (SDAB).
- A degree in a related Engineering discipline.
- You must have at least 10 years of relevant professional engineering experience obtained after receiving your P. Eng. Designation and a current licensure as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) complete with practicing status OR licensure and practicing status by the first day of work Click here for more details.
- Experience must include at least 5 years of leadership experience on projects/team development and 5 years of experience presenting to Senior Management and/or Council.
- A master's degree in a related technical field or a Master of Business Administration (MBA) will be an asset.
- Experience in planning and/or municipal engineering will be an asset. Knowledge of the planning process will also be beneficial.
- Success in this position requires excellent customer service skills, highly effective communication and decision-making skills, strong leadership skills, conflict resolution and problem-solving skills, and political sensitivity.
- Experience and success in creating and executing a strategic vision and direction for a complex organization or division, ideally in a service-based environment is preferred.
- Public sector experience, particularly municipal government experience in a large, multi-union environment, is a preferred asset.
