Job purpose

  • Support the Director, Pricing & Load Forecast by identifying and analyzing the current and future regulated Distribution Pricing and service offerings of Hydro One Networks.
  • Support the Director, Pricing & Load Forecast by maintaining and developing Distribution Pricing structures, and high-level pricing policies and service offerings which protect and enhance business value and are defensible in front of the regulator, customers and stakeholders.
  • Support other staff in the Regulatory function and the VP, Regulatory Affairs in carrying out specific activities related to Distribution Pricing, as required.

 

Duties and Responsibilities

Specific Accountabilities:

Through collaborating with the Director, Pricing & Load Forecast:

  • Provide evidence and testimony as an expert witness; provide supporting analyses, position papers, interrogatory responses, etc. as required for regulatory hearings, special committees, stakeholder consultation sessions and other such forums, to gain approval and acceptance of Hydro One Networks’ Distribution Pricing and service offerings.
  • Develop and recommend pricing structures and high-level policies for the regulated services provided by the Hydro One Networks.
  • Create, maintain and continuously improve the processes, systems and analytical models used to support the Director, Pricing & Load Forecast in developing and assessing Distribution Pricing and service options, including cost allocation and rate design analyses, incorporation of acquired utilities into Hydro One Networks rates structure, profitability analyses, customer impact studies, risk analyses and assessments, etc.
  • Work with internal and external groups to explain Distribution Pricing and service structures, strategies, direction and policy requirements and assist in the implementation of distribution rates following OEB approvals.
  • Monitor electricity marketplace evolution including customer and stakeholder response to Hydro One Networks Distribution Pricing and service offerings, and recommend processes to deal with issues that are thereby identified and learn from experience in other jurisdictions and best practices.
  • Represent Hydro One Networks on internal and external working groups (e.g. OEB) and committees in respect of Distribution Pricing and related matters.
  • Collaborate and assist the Manager, Transmission Pricing, as required.
  • Assist in other Regulatory Affairs activities, as required.

 

Managerial Accountabilities:

  • Manage the distribution Pricing unit and achieve the approved programs and targeted results by maintaining a team who is capable of producing the outputs required:
  • Ensure team members are able and willing to produce the desired output, and that team members continually improve the processes for achieving the outputs.
  • Assess staff capability to do the required work, now and in the future.
  • Conduct personal effectiveness reviews of staff to build relationships and trust, and to improve effectiveness.
  • Mentor and counsel team members.

 

Accountability for the outputs of others:

  • Set the appropriate context for the team (i.e. corporate strategies and policies, accountabilities, tasks, budgets, compliance and performance targets, expectations for continuous improvement, etc.).
  • Set an effective framework of policies and procedures for the work of the unit.
  • Know and ensure compliance with all legal and regulatory requirements, and all corporate policies and procedures, and generally accepted practices relating to the work of the unit.
  • Establish a two-way working relationship with team members to solicit their views on conditions and potential changes affecting their work, and continuous improvement opportunities.

 

Qualifications

Technical Knowledge:

  • Requires experience in cost allocation practices and the development and implementation of regulated rates.
  • Requires experience in the processes, systems and analytical models used to assess pricing and service options.
  • Requires familiarity with the Ontario Energy Board’s regulatory process including evidence preparation and responding to interrogatories and undertakings.
  • A period of over 10 years is considered necessary to gain this experience, preferably in a regulated utility environment.
  • Requires knowledge of economics, quantitative analysis and statistics.
  • Requires working knowledge of computer applications (e.g. Word, Power Point) and an understanding of information database management systems (e.g. SAS, Excel, Microsoft Access).
  • Requires knowledge of CIS/Smart Meter/Interval Meter data and the purpose of this data for cost allocation and rate design models.
  • Requires familiarity with how load forecasts impact cost allocation and rate design.
  • Requires familiarity with distribution and transmission systems and assets.
  • BA or BSc or similar equivalent education
