Manager, Early Intervention Supports for Children
Reporting to the Senior Manager of Supports and Services, the Manager, Early Intervention Supports for Children is responsible for the leadership and oversight of Infant and Child Development Services and Special Needs Resource
Consulting across all Tri-Alliance Shared Services Organization (Tri-Alliance). This role manages and administers Infant and Child Development Services, a program mandated to provide a range of prevention, early identification and developmentally appropriate Early Intervention and parent coaching supports within a family-centered service delivery model and Special Needs Resource Consulting, a program that is contracted to provide a range of resources, developmentally appropriate Early Interventions and professional peer mentoring and coaching supports within an early childhood education service delivery model. These services provide specialized and evidence-informed individualized programming for Children, at risk for or presenting with delays in development, ages newborn to school entry, in Grey and Bruce Counties. Services are delivered in a hybrid model. Services include transitional planning for a child’s entry into kindergarten, the modelling of inclusive best practices in licensed child care settings, system wide and sector advocacy and navigation, and engaging and empowering parents.
The Manager, Early Intervention Supports for Children is required to perform their duties in a manner consistent with the Mission, Vision and Values of all Tri-Alliance agencies and to create a safe and supportive environment for all children supported, their families and staff within their portfolio.
RESPONSIBILITIES:
- Manage and administer Early Intervention service delivery for families of infants and young children with special needs and resource consulting services in licensed child care
- Plan, coordinate and evaluate program service delivery to ensure equitable, effective, and efficient quality service, relevant to the needs of clients
- Collaborate with community agencies, service partners, medical, educational and allied therapy professionals to provide a coordinated system of services for families of children birth to transition to school
- Participate in the hiring of staff and the design and implementation of staff orientation
- Conduct all aspects of performance management for assigned staff including coaching, mentoring, and professional development
- Develop and manage the annual budgets to ensure adequate resources are available for service delivery
- Resolve routine labour relations matters and consult with Senior Management or designate as needed
- Lead policy and procedures development consistent with legislated programs and professional standards of practice
- Prepare and monitor budgets in collaboration with Finance and funders
- Create and submit reports as required to comply with accountability to funder and sponsor
QUALIFICATIONS:
- Bachelor’s degree or equivalency in a related field of study from a recognized university or college
- Minimum of 5 years management/supervisory experience in children’s or developmental services or related sector
- Minimum 2 years’ experience working in children's services including demonstrated abilities in community and program development, child development screening and assessment and family assessment

- Experience in Early Intervention including the application of standards and best practices for infant and child development and resource consultation
- Sound knowledge of applicable legislation including the Child and Family Services Act, Early Learning & Child
- Care Act, and applicable privacy legislation
- Knowledge and experience in applying the requirements of all professional colleges relevant to the provision of Early Intervention and resource consulting
- Proven ability to plan, develop, implement and evaluate programs
- Excellent interpersonal and communication skills, coupled with effective conflict management and negotiation skills
- The ability to facilitate a problem-solving process, work collaboratively in a team environment and support reflective practice
- Familiarity with the local children's service system of care and child care community; possessing formal training in reflective supervision and peer mentoring and demonstrated skills and formal training in family and child assessment is an asset.
Location: This position will be based out of the Community Living Owen Sound and District in Owen Sound, ON, however, travel between all Tri-Alliance agencies will be required.
