Reporting to the Regional Manager, Central Services, the Manager, Facility Issues and System Liaison will provide district-wide support and advice related to operational planning, issues management and implementation of departmental initiatives and priorities.
Responsible for ensuring appropriate and timely departmental response to complex, politically sensitive and critical issues, the Manager, Facility Services Issues and System Liaison will:
• provide support to senior level to ensure all activities of Facility Services are managed in a proactive, professional and knowledgeable manner;
• provide advice and support to the management team as required, and ensure appropriate actions are implemented in response to critical issues;
• integrate relevant aspects of issues management in the department including consistency with policy direction, communications and consultation strategies;
• coordinate and provide advice to budget processes and administrative processes across the division;
• provide management, direction, support and guidance to administrative team leaders and Telematics staff; and
• act as a key liaison with Director’s Office, senior management, trustees, the Ministry, external agencies, parents, city councillors, community groups, outside agencies and other stakeholders.
Summary of Duties:
➢ Provide strategic advice and proactive, timely responses in matters related to crisis communications and the management of contentious issues;
➢ Participate in the departmental short- and long-term strategic planning process as a key member of the management team;
➢ Manage the unit’s budget development;
➢ Manage emerging issues with the potential of major financial, political and social implications for the TDSB;
➢ Develop and implement a strong issues management protocol so the Board and schools are appropriately prepared for crisis situations, and can respond in a timely manner;
➢ Responsible for the management and direction of staff, including planning, staffing, training and performance reviews;
➢ Lead projects and activities as part of the unit’s role to help shape strategic direction and governance of Plant Operations, Maintenace & Community Use and the TDSB;
➢ Identify and resolve administration issues, in collaboration with managers, that may impact on the department, including staffing Issues and financial, budget and/or technological implications of proposed solutions;
➢ Work with senior managers and managers across all functions to develop and maintain an integrated strategic delivery focus;
➢ Liaise with the Board, school staff and department units/managers/staff to ensure effective and
consistent communications, and liaise with other departments to ensure system-wide coordination
and coherence of large-scale corporate initiatives;
➢ Liaise with other public, private sector organizations and consultants to research work processes and procedures and best practices;
➢ Establish and maintain a network of contacts with staff in Plant Operations, Maintenance &
Community Use, other TDSB departments senior management, external agencies, the Ministry and
trustees on related matters;
➢ Attend and participate at various Board committees and meetings to resolve concerns and discuss
emerging issues;
➢ Draft briefing notes, issues notes and other documentation for the Senior Manager, including
developing, writing and editing communication materials;
➢ Provide key analytical support to the Facility Services senior team;
➢ Undertake special projects on behalf of the Senior Manager; and
➢ Other duties as assigned.
Qualifications:
➢ University degree in related discipline (e.g., Business Administration, Engineering, Public
Administration) with seven years of progressively responsible related facilities management
experience for a large multi-site, unionized employer, or an equivalent combination of education and
experience;
➢ Knowledge and understanding of legislation (e.g., Education Act, Occupational Health and Safety
Act, Employment Standards Act, Labour Relations Act, Human Rights Code) and related Board and
departmental policies, procedures and collective agreements;
➢ Proven supervisory experience, with strong leadership, mentoring and team building skills;
➢ Ability to manage diverse stakeholder needs and interests and build effective relationships (e.g.,
staff, students, parents, trustees, community, unions);
➢ Strong facilitation, conflict resolution and problem-solving skills, with proven ability to achieve results
through collaboration and interest-based approaches to problem-solving and conflict resolution;
➢ Strong business acumen and well-developed analytical skills, with ability to analyze, summarize and
present key findings on Facility Services issues;
➢ Expertise and management experience in strategic planning, budgeting and project management;
➢ Strong written, oral and interpersonal communication skills, including report-writing and presentation
skills; and
➢ Proficiency and expertise in the use of the computer technology (e.g., email, internet, word
processing, databases, spreadsheets, HR Payroll/Financial Information Systems).
Special Requirements:
➢ Provision of own vehicle for Board business.
➢ Requires travel to TDSB sites on a regular basis.
