The Role:

The Manager, Financial Compliance at CLBC, leads a high-functioning team of professionals focused on the oversight of contracted agencies. The manager plays a key role in strengthening CLBC's independent service provider contract accountability framework and overseeing the compliance audits on contractors' legal and contractual obligations.

Responsibilities include:

  • Developing the annual compliance audit plan
  • Leading a team of auditors in the planning and performance of a broad range of compliance projects and related activities to help the organization achieve its key strategic goal of increased accountability and sustainability
  • Providing advice and consultation on continuous improvement of CLBC's policies, standards, processes, and internal controls
  • Undertaking investigations concerning allegations of fraudulent activity

This role makes independent decisions based on general guidance and accepted principles and applies sound and consistent judgment in determining when to seek advice and direction.

The ideal applicant has excellent knowledge of auditing methodology and practices, as well as contract compliance and accountability processes; has excellent interpersonal and communication skills; is highly analytical and able to convert observations and conclusions into value-added recommendations; possesses a strong ability to lead and manage a variety of complex projects and investigations; and has excellent management and people skills.

Qualifications:


  • A university degree in finance, business, accounting or related discipline plus a professional accounting designation (e.g., CPA) or equivalent is required.
  • Internal audit (e.g., CIA), fraud (e.g., CFE) or anti-money laundering (e.g., ACAMS) certification and/or MBA would be an asset.
  • A minimum of 5 years directly related experience in audit management or equivalent, preferably within one of the big 6 national accounting firms, conducting and participating in a broad range of audits and reviews, including compliance, financial and investigative along with designing and evaluating internal controls.
  • Strong MS Excel, Word, PowerPoint, and SharePoint skills are required.

Hybrid work Combines on-site office work with the flexibility to work from home within BC.

Travel: Limited travel, including overnight, as required throughout BC.

Possession of a valid Class 5 or 7 Drivers License and a clean Driver's Abstract is required.
