Job description

WORK ILLUSTRATION:
Leads the management of day-to-day fleet asset management and maintenance planning operations including management of Fleet Assets and maintenance, budgets, cost control, safety, vehicle replacement and employee management as well as managing relationships with internal stakeholders, suppliers and third-party service providers.
The incumbent is expected to behave ethically and follow the established code of business conduct, policies and internal control procedures, laws and regulations governing Toronto Hydro. 
Toronto Hydro has implemented a mandatory vaccination requirement for all its employees. KEY RESPONSIBILITIES:                        
Fleet Program Planning & Management:
-Develops forecasts for short and long-term fleet program requirements and develops detailed investment plans to support program objectives.
-Participates as subject matter expert to support the development and defense of regulatory evidence for the Fleet Asset Portfolio.
-Develops and implements the fleet lifecycle management program in alignment with budgets and timelines.
-Leads data collection from multiple sources (e.g. Geotab) to understand driving behaviors (such as harsh braking and speeding), and conducts various new-technology trials such as dash camera and rear-view camera trials on new vehicles to determine suitability.
-Strategically analyzes and tracks vehicle utilization with respect to maximizing the use of vehicles as well as volume and accuracy of number of vehicles in order to implement replacement policies and identify cost-related concerns and risks.
-Maintains strong partnership with procurement team and participates in vehicle and equipment purchases. 
-Leads benchmarking of asset studies in comparison with other utilities which contributes to long-term strategic program planning.
-Identifies risks with respect to surplus cost in current Fleet Assets maintenance operations and makes strategic suggestions for modifications and changes in the development of budgets.
 
People & Safety Management:
-Supervises day-to-day fleet maintenance planning operations and service delivery activities to comply with required regulations, legislation, policies, procedures and practices including Environment, Health and Safety (EHS) standards and the Environment and Transport Ministry standards.
-Creates and maintains fleet safety processes and procedures related to job planning including tailboards, Standard Operating Procedures (SOP) and Job Safety Analysis (JSA) documents for employees to follow.
-Manages professionals and administrative support staff and provides coaching, mentoring and feedback to motivate and engage employee outcomes in alignment with departmental goals and objectives.
-In alignment with organizational programs, practices and collective agreements, manages performance, attendance, safety, engagement, development to team to increase productivity and validate service is delivered in a safe, efficient and timely manner, as well as improves employee EHS performance and addresses any subsequent gaps.
-Provides various growth opportunities and supports career development for all employees.
 
Stakeholder & Vendor Management:
-Initiates and supports Request for Proposal (RFP) process for fleet service providers (e.g. fleet maintenance, transfer etc).
-Maintains vendor relationships and agreements with external service providers. Engages with internal stakeholders to lead the Vehicle Attestation Process and collect vehicle utilization report to make decisions based on justifications for vehicle usage provided by various business units.
-Monitors costs, service levels, performance, safety standards and quality measures as per the agreed upon terms and conditions.
-Collaborates with third-party vendors to identify project scope and timelines to promote timely and accurate delivery of service.
-Confirms equipment and contractor operations are compliant with current engineering standards.
-Maintains vendor scorecards and governance and reports any safety infractions. Manages, problem solves and escalates vendor issues when required. Leads quarterly business reviews to address any non-conformances.
-Leads vendor orientation and training to proactively address project and program requirements and safety expectations.
-Manages and maintains overall customer service to internal crews to provide vehicle up-time and availability.
-Works with internal stakeholders to maintain beneficial supplier and sales relationships focusing on costs, quality, sustainability, delivery and service.
 
Reporting & Data Analytics:
-Leads market research and reports on various industry and supplier trends in order to develop Key Performance Indicators (KPI) for fleet electrification and replacement programs with respect to electric vehicles.
-Develops partnerships with external stakeholders in order to assist in the attainment of the corporate goals and targets related to fleet.
-Uses data to develop plans for purchases and renewals.
-Utilizes SAP and other data analytics tools to collect and validate data is up to date in order to deliver complex presentations to senior leadership as well as complete reports for the Ontario Energy Board also related to fleet electrification.
 
Process & Continuous Improvement:
-Acts as a subject matter expert related to fleet operations including industry changes and standards in order to develop continuous process improvement initiatives focused on improving productivity, safety, cost control and customer service.
-Flags potential risks with management and develops action plans to mitigate the risk.
-Oversees audits related to stock accuracy and manages required policy change and development to confirm industry and safety standards are followed.                  
 
REQUIREMENTS:                  
-Undergraduate degree in Business, Engineering or related field.
-Valid G Class driver’s license.
-Ability to come to the specified office/ worksite 5 days per week.
-Five (5) to Seven (7) years professional experience in fleet management, ideally with procurement experience.
-Three (3) years of progressive project or leadership experience.
-Project Management Professional (PMP) preferred.
-Demonstrated knowledge of relevant safety and environmental legislation and regulations.
-Familiar with Federal/Provincial Government regulations, Transport Canada obligations and safety polices.
-Demonstrated knowledge of, and considerable experience with, Fleet Management software systems, including preventive maintenance scheduling.
-Excellent project management skills coupled with strong planning, problem solving and decision-making capabilities; an understanding of financial transactions and management related to fleet.
-Accurately assesses strengths and development needs of employees.
-Ability to build positive customer relationships.
-Proven problem-solving and analytical ability, makes sound and timely decisions.
-Proven track record for identifying and leading process improvement.
-Self-motivated, operates with a high degree of independence and can visualize possibilities and opportunities.
