Job Function:

Supporting the Sr. Manager, Contract Management, the Operating Services Manager for IT/Telecom Procurement and Contract Management will be responsible for delivering the Supply Chain and Line of Business within IT, ISD, Telecom and OT Ops objectives mainly across cost, quality, schedule, and innovation through various sourcing and procurement activities.  The Manager of IT Procurement & Contract Management must have a solid understanding of the IT Procurement Process, Software Licensing Agreements (SaaS, IaaS, “On-Prem” Infrastructure, etc.), IT Security and Data Privacy Terms, and the ability to manage and lead a Team of IT Contract Management professionals and collaboratively work with internal stakeholders within IT/ISD and Telecom. 

Responsibilities include but not limited to: 

  • Setting daily workload and priorities for Buyer (s), Sourcing Category Lead(s) in transactional, spot buying, occasional tactical sourcing activities and the management of existing/active IT/Telecom Software/Hardware Contracts and Renewals for their respective Line of Business.
  • Understand the technical components and operations of their internal customer base.
  • Supports category sourcing execution, lead contract implementation, lead Contract Management and contract compliance.
  • Ensure compliance to Contract Terms and Conditions, including IT Security (Data Privacy, NERC-CIP) Terms for MSA’s, SOW and Renewal agreements.
  • Manage internal customer relationships and satisfaction within the line of business.
  • Direct Team to provide updates for ongoing initiatives, workload, guidance and career development, process improvements and maintain quality of work, accuracy and productivity for driving optimal performance.
  • Realize productivity saving targets (i.e. compliance on buying channels)
  • Drive key stakeholder management within respective Line of Business.
  • Lead and/or direct Supplier Relationship Management.
  • Support /Lead contract negotiations and contract utilization for their respective Line of Business.
  • Identify spot buy trends and manage resolution.
  • Develop and recommend procurement strategies, policies and procedures.
  • Manage expediting requests and escalations from suppliers and lines of business.
  • Manage special projects and assignments as required.
  • Support Sr. Management in Supply Chain and Lines of Business with metrics and reports on Team performance, initiatives, and status of ongoing tasks (renewals, contract negotiations, etc.)
  • All other duties as required.

 

Specific Accountabilities:

Through collateral relationships with Category Managers and within the context provided by the Manager, Sourcing Operations (Sr. Manager, Contract Management), (i.e. corporate strategies and polices, accountabilities, tasks, budgets and programs, compliance and performance targets, expectations for continuous improvements, etc.), this role will be accountable for the following:

1. Provide management direction to staff doing the detailed work related to the Operations Procurement for their internal customer, schedule and assign the work with instructions, provide advice and guidance, and check the work to maintain quality, accuracy and productivity. Where alternative solutions are available, select the optimum course of action and make recommendations to the Manager, Sourcing Operations where any highly unusual operating expense or amount of staff is involved or required.

2. Support Category Manager with development of procurement strategies as well as the implementation and execution and management of the procurement strategies.

3. Provide management direction to direct reports and other Sourcing specialists

4. Manage performance metrics and reports (new, derived from SAP) for SLA monitoring and performance feedback with their respective teams.

5. Responsible for leading RFx Development and Execution in collaboration with the Category Manager

6. Participate in collaborative sessions with Supply Chain and Line of Business Management representatives (e.g. Transmission & Stations, Distribution, Corporate Functions, Telecom, ISD etc.), etc.) to develop a consensus demand plan and provide market intelligence and standards changes in jointly creating asset strategies that reflect the global market trends.

7. Represent Hydro One as a management representative in the Canadian Utilities Supply Chain forum.

8. Represent Hydro One with suppliers, other utilities, and key stakeholders inside and outside of Canada as required to foster and develop continuous improvement initiatives in the Procurement area and for the exchange of data and consultation in areas of mutual interests. In addition, integrate the recommendations into the overall strategies, policies and forecasting in Hydro One’s Supply Chain Services vision.

9. Manage staffing needs, interview/selection process, staff development and adherence to HR/Corporate policies and administer department budget. Plan, organize and schedule the group's work; monitor work progress and quality; conduct performance reviews and provide direction on problem areas. Provide effective recommendations to Supervisor concerning promotions, transfers, pay, disciplinary action, etc. of staff within the department per collective agreements. Develop succession plans and provide on the job staff development. Monitor and recommend changes to control and meet targets.

11. Authorize the automatic replenishment model to be used for key stock items stored in the Barrie Warehouse in conjunction with the Warehouse Manager

12. Execute signing authority as specified in the EAR

13. Be the dedicated subject matter expert for IT/Telecom Procurement and IT/TelecomContract Management and point of contact for LOB/Suppliers for escalations lead/assist in negotiations of highly strategic and complex Contracts/Renewals.

14. Drive savings on Software/Hardware licensing renewals through optimizing innovations and essential requirements with LOB and Suppliers.

Managerial Accountabilities:

Manage the unit and achieve the targeted results through diligent and accurate oversight of the financial aspects of the department. Maintain a team of direct reports who are capable of producing the outputs required:

• Ensure direct reports are able and willing to produce the desired output, and that direct reports continually improve the processes for achieving those outputs.

• Provide staffing recommendations for their function as requirements and objectives evolve, especially in the face of new projects.

• Assess staff capability to do the required work, now and in the future

• Conduct personal effectiveness reviews of direct reports specialists to build relationships and trust, and to improve effectiveness

• Advocate the acquisition of appropriate tools and skills to optimize the performance of staff.

• Mentor, counsel and foster the personal development of all direct reports. Be accountable for the outputs of others:

• Set the appropriate context for direct reports (i.e. corporate strategies and policies, accountabilities, tasks, budget and programs, compliance and performance targets, expectations for continuous improvement, etc.)

• Set an effective framework of policies and procedures for the work of the unit

• Know and ensure own and direct reports’ compliance with all legal and regulatory requirements, and all corporate policies and procedures, and generally accepted practices relating to the work of the unit

• Establish a two-way working relationship with direct reports to solicit their views on conditions and potential changes affecting their work, and continuous improvement opportunities.

  • Provide leadership to direct reports, so that they collaborate competently, and with full commitment, with each other in pursuing the goals set:

• Translate the corporate goals and objectives into a direction which guides the work of the unit

 • Communicate that direction to all staff •

Define specific tasks for direct reports which are required to achieve desired results and/or to accommodate changes required within the business operations

• Communicate expectations regarding the collateral relationship among direct reports

Provide a safe and healthy work environment:

• Provide direct reports with appropriate knowledge, skills, information, work procedures and equipment to facilitate responsible behaviour which will protect their safety and contribute to their health

• Provide a work environment and facilities where health and safety incidents are minimized

 • Provide a work environment that supports and values diversity, and is free from harassment

• Know and ensure direct reports comply with all legal and regulatory requirements, corporate policies and procedures, and generally accepted practices relating to their work

Demonstrate stewardship of the assets and resources:

• Ensure the permeation of sound decision making within the department governed by an appreciation of the corporate context.

• Consistently demonstrate thoughtful consideration of the broader ramifications of decisions made and actions taken both

 

Selection Cretieria

Required Skills and Competencies:

 The ideal candidate will at least eight years of experience in Sourcing and Procurement, preferably in IT/Telecom/Software for direct and indirect spend, including 3 years in a leadership role and possess the following skills:
