Manager, People & Culture Program Administration
Implement programs and services to support the attraction and retention of staff, related to recruitment and compensation.
KEY RESPONSIBILITIES
- Establish and implement legislatively compliant and best / current policies and practices to manage the P&C Operations for:
- Recruitment: working collaboratively to serve organizational units, oversee hiring for permanent and temporary employees, establish and manage contracts with temporary employment agencies and search firms, and conduct outreach with academic institutions to facilitate student placements; conduct quality analysis including applicant surveys.
- Job evaluation and salary administration: oversee evaluation and placement of jobs within CNO’s structure; manage fair and objective pay programs including performance assessment and market / inflationary adjustments; conduct competitive analysis of CNO’s total compensation program including periodic market reviews and surveys.
- Payroll: oversee monthly payroll processes for permanent and temporary employees, members of CNO’s Council and Committees, and as needed, honourariums for periodic work group members; work collaboratively with relevant teams to ensure compensation that organizational budgeting and reporting process are supported through timely and relevant compensation data.
- Benefits and pension administration: research and recommend program adjustments to ensure continued competitiveness for insured and non-insured benefits, including time away programs; ensure CNO is compliant with HOOPP reporting and remittance requirements and for organizational pension plan.
- HRIS Administration: oversee the framework to ensure that relevant data required to support human resource planning is efficiently and accurately captured ; identify and reporting relevant metrics that measure organizational health including coordination for the annual Employee Experience survey.
- Applying an enterprise perspective, act as a collaborative steward to promote CNO’s organizational health; examples include participating in leadership forums or groups, contributing to operational planning, prioritizing, and budgeting processes, and promoting work community / cultural initiatives.
- Identify policy gaps, deficiencies and enhancements in relation to People and Culture practices; contribute to develop and implement policies and practices supporting the delivery of the team’s function.
- Recommend and monitor the team’s budget, adjusting plans and programs as necessary; proactively identify budget shortfalls and identify and implement mitigating strategies.
- Hire, train, develop and evaluate employees accountable to the Manager in accordance with the policies of CNO and current best practices, building human resource capabilities and capacity.
REQUIRED QUALIFICATIONS
Education and Experience
- Completion of an undergraduate degree in business, finance, accounting.
- Completion of post graduate education in human resource management with HRPA registration at the CHRP level or higher.
- Relevant professional and leadership experience which includes responsibility for management of a human resources administration function (compensation and recruitment) in a similar sized organization.

Hiring Range: $154,162 - $163,821
Full Salary Range: $154,162 - $184,994
