Job Function:
Reporting to the Senior Manager, Employee Engagement & HR Programs, the Program & Workforce Manager will enable and support continuous improvement of HR programs through collaboration across CoEs to drive high levels of employee engagement.  This role ensures that relevant policies, processes, practices and communications align with business objectives, employee/leader feedback, risk tolerance, industry best practice, and legal/regulatory requirements. The Program & Workforce Manager is able to effectively influence others and lead change, continuously adjusting, based on the "test and learn" philosophy. The Program & Workforce Manager may also be engaged in labour arbitration and in collective bargaining, making recommendations regarding collective agreement provisions.

 

Key Accountabilities:

  1. Act as key project team member, and liaise with other internal teams to shape and influence project initiatives related to Employee Experience; provide analysis, advice and implementation support
  2. Identify opportunities to improve policies/practices and supporting materials to increase their effectiveness for leaders and employees while meeting business objectives.
  3. Oversee and influence the design, data compilation, analysis and follow-up associated with employee surveys, focus groups and other feedback mechanisms. Manage and action feedback from multiple channels, monitoring for trends.
  4. Maintain awareness of the external environment and evolving practices within the industry; make recommendations based on findings.
  5. Assess risk, from a variety of perspectives including business impact, legal/regulatory, reputational, and impact on Employee Experience
  6. Develop and/or coordinate communications/ events for a variety of audiences to keep project initiatives alive and reinforce new behaviours/key messages; support HR representatives and leaders through the provision of training, key messages and/or tool development
  7. Prepare briefing notes, analytics and other materials for reporting to senior leadership (e.g. ELT and HRLT)
  8. Oversee the work of external consultants as required.
  9. Represent management in union communications/meetings, arbitrations and collective bargaining for project issues; provide subject matter expertise to Labour Relations.

 

Selection Criteria:

  • 5+ years' experience in Human Resources
  • A general university undergraduate degree or equivalent experience
  • Experience working in the development and continuous improvement of HR programs
  • Demonstrated ability to influence change involving multiple stakeholder groups
  • Ability to concisely articulate opinions and make practical recommendations
  • Ability to draft effective and concise materials for various levels (entry-level employees to executives)
  • Ability to manage multiple tasks with varying priority levels
  • Ability to effectively escalate issues to ensure risks are appropriately managed
