Job Function:

  • Supervise staff, support the Manager # Performance Analysis and be accountable for developing and implementing the Hydro One transmission and/or distribution performance measurements by identifying, analyzing, developing and recommending methodologies/tools, processes and strategies to maintain asset and business management performance and practices at the leading edge, while providing effective assessments, evaluations of gaps which exist between current and best practices, performance indices and analyses, thus positioning the Hydro One to achieve its asset and business management objectives. Support the Manager # Performance Analysis in providing leadership to the Hydro One business in all areas of performance measurement, analysis, reporting and benchmarking for transmission and/or distribution. Evaluate the performance of the transmission and distribution businesses and address gaps or opportunities through benchmarking and analysis.

 

Job Description:

  • Supervise staff involved in Transmission performance analysis. Plan, schedule, organize and assign work to ensure that quality and accuracy of work are maintained and on schedule. Provide advice, guidance and direction to staff in the resolution of work related problems, as well provide clear expectations and performance measures. Provide leadership through demonstration and response to staff requirements to achieve targets, plans, strategies and quality objectives to deliver service levels. Make effective recommendations on human resource issues, including career counselling, hiring, discharge, discipline and resolving work performance problems.
  • Recommend strategic direction for measuring and reporting Transmission System performance consistent with benchmarking findings and industry best practices. Review and redirect strategic plan for performance shareholder(s) and regulator. Develop/implement the extent/type of performance assessment Hydro One requires to meet its strategic objectives; including benchmarking/best practices, operational performance measures, customer satisfaction, root cause analysis, etc. 
  • Provide strategic support to Regulatory Affairs, and ensure performance measures are congruent with regulator strategies and submissions. 
  • Develop and implement an overall communication and reporting strategy framework, infrastructure and databases for meaningful reporting of information. Advise business units on "breaking news" regarding Transmission performance management methodologies and practices, and relevant industry, regulatory, business and government developments.
  • Establish (collaboratively with Hydro One) performance measures in each key performance area (eg: regulatory standards, customer commitments, operations, organizational strength and business excellence) that are aligned with the Hydro One's strategy and appropriate Corporate performance pay plans and provide expert advice to Human Resources related to performance measures.
  • Provide a recognized centre of excellence that provides advice on performance and external comparison issues, including being the primary source for external comparisons in development of Prospectus.
  • Work closely and continually with all parts of Hydro One to establish necessary performance tracking, reporting, benchmarking, and information systems; assess performance; and drive improvement; creating a performance infrastructure and culture.
  • Deal frequently with other utilities in Canada and the United States, customer associations (eg: AMPCO), industry associations (ex: Electricity Canada, EPRI), and standards authorities (NPCC, NERC) to discuss effects of performance changes or trends; to develop complementary Network Management performance policies and strategies; and to influence and persuade external entities to adopt positions that are consistent with the company#s interests and benefits.
  • Carry out performance measurement, analysis and reporting with specific focus in the transmission and/or distribution business area. 
  • Design and implement Performance processes, tools, and systems necessary to increase the rate and speeds with which improved performance measurement practices are adopted into Hydro One's businesses. Assess the effectiveness of performance management in Hydro One and make recommendations to management on necessary changes to the overall performance management process. Using coaching, and transfer of knowledge and expertise to assist the rest of the organization in installing their performance management process.
  • Impletment a reference plan framework for the effective planning, maintenance and operation of the computer tools and databases used for Transmission reliaiblity related engineering analysis of the power system
  • Provide effective input into business intelligence gathering program in regard to best practices in performance management. Monitor and evaluate best practices for performance in other benchmarked industries and jurisdictions and recommend, on a continuing basis, improvements to Hydro One performance management methodologies with the objective of developing and maintaining a leading edge capability. Analyze industry standards, establish criteria and priorities, and gain concurrence of business units for development of Performance Management Systems.
  • Identify and map source requirements necessary for regular reporting of key measures. This may include information within organizations, service level agreements between the asset managers and service providers, Human Resource systems, customer information, or external sources.
  • Research, design, implement and manage methodologies, processes and strategies that will enable Hydro One to be an industry leader in performance measurement, benchmarking and reporting. The information gathered from the various sources may potentially reflect unfavourably on certain business interests, staff, unions, etc, and must be treated with appropriate recognition of its sensitivity and confidentiality.
  • Perform detailed analysis of performance measures and data in Hydro One, including the identification and interpretation of trends from results and measures, and the development and management of databases.
  • Provide input on performance management and measurement practices for periodic business planning and reporting by Hydro One. Complete projects and key initiative plans for the Department.
  • Where possible, conduct Post Event Investigations using industry standard TapRoot Methodology and assigning/tracking of Corrective Action Plans based on Causal Factors
  • Support and/or lead specific initiatives as required (e.g. audits of various internal and external activities, benchmarking initiatives, major customer response/support

 

Specific knowledge required to perform this position: 

  • Bachelor's degree in Engineering or Science or equivalent work experience
  • Requires extensive knowledge of transmission systems and assets, including reliability and power quality analysis; and performance reporting stands and requirements.  Knowledge of Distribution systems considered an asset
  • Requires knowledge of the Transmission System Code, IESO and OEB reliability standards and reporting requirements.  Knowledge of Distribution System Code considered an asset
  • Strategic and tactical mindset with the ability to translate strategic directives into actionable outcomes
  • Demonstrated experience in managing or supervising a team or group of staff with diverse accountabilities driving towards common goals
  • Knowledge of regulatory processes associated with rate filings and developing associated evidence
  • Effective leasership skills to navigate through various organizations to gather resources and motivate to accomplish tasks
  • Strong relationship building skills with both an internal and external focus
