JOB SUMMARY

Ottawa Public Library (OPL) provides accessible, innovative library and information services throughout the City of Ottawa, that meet the unique needs of diverse communities, delivered through a range of vehicles and reflecting a citizen-centred approach.

You are responsible for the planning, coordinated development, management, implementation and/or evaluation of employee-related programs, services, policies/procedures and initiatives, consistent with the strategic direction and corporate vision for Ottawa Public Library. You are responsible for establishing and maintaining positive client relationships with internal and external management and stakeholders.

You serve as the official lead in: staff training, development and orientation, and collaborate with City HR staff on employee-related plans and functional strategies, such as the OPL Recruitment (including employee engagement) plans; conducting learning and development needs identification studies and following through with the development of appropriate services/supports to meet identified needs; and managing the OPL Volunteer Program.

You are also accountable for serving as the OPL's lead official in: implementing employee-related solutions that support the achievement of the OPL's business outcomes; providing organization development advice and assistance, and coordinating roll-out and maintenance of HR systems with the City of Ottawa; developing new HR products and services together with the requisite business cases supporting new/modified functionality, and leading their implementation across the OPL.

In addition, you are responsible for developing and monitoring operating budgets, developing and managing the corporate training budget, and managing the human resources of the Unit, including hiring, recommending termination, performance management and discipline of staff as necessary, and acting as spokesperson for the employer at the first step of the grievance process.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in Public Administration, Business Administration, Human Resources Management, Adult Education, or related field.

Minimum of 5 years of related experience in organizational development, organizational change or human resources activities, including a minimum of 3 years in the management of human resources and/or external contract resources, and management of operating and capital budgets, preferably in a municipal setting.

CERTIFICATIONS AND LICENCES

Certified Human Resources Leader (CHRL) designation is desirable

KNOWLEDGE

  • General knowledge of the Ottawa Public Library and City of Ottawa corporate policies and procedures
  • Sound knowledge of the mission, vision and values of the OPL
  • General understanding of governance structures between the OPL and the City of Ottawa
  • Legislation, policies, regulations, collective agreements, guidelines and operational procedures relevant to Library operations and Human Resource management, including the Public Libraries Act, Municipal Freedom of Information and Protection of Privacy Act, Copyright Act and Access for Ontarians with Disabilities Act
  • Principles and practices of strategic HR planning, implementation and performance measurement
  • Principles, processes and responsibilities for managing organizational change
  • Familiarity with and adherence to the principles of intellectual freedom
  • Theories, principles and practices of organization design, transition management, project management and adult education,
  • Contract document preparation, the tendering process and supervision of field services
  • Supervisory experience and motivational techniques. Working knowledge of corporate human resource policies, practices and collective agreements related to managing in a unionized environment, including hiring, dismissal, performance management and the grievance procedure
  • Financial management practices and budget processes
  • Methods used to deal with the media in a professional manner
  • Knowledge of practices and standards specific to organizational development, human resources and labour relations
  • Equipment operation specific to specialty area
  • Computer applications, including MS Office, SAP (or equivalent), Markview (or equivalent) and technologies supporting the delivery of organizational development
  • Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.

  • Language Requirement: Designated Bilingual - specific level of language proficiency: French: oral, reading, writing required. English: oral, reading, writing required. Candidates who do not meet language requirements will be required to participate in training.
