Project Overview

Bechtel Infrastructure will work in a Delivery Partner role within an integrated team with the customer organization for a Subway Project in Toronto, Ontario. The project scope includes the design build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being performed by three key PPP Contractors and multiple advanced early works (EAW) packages Contractors. Bechtel form a key component of the overall Integrated Project Delivery team (comprising the customer, MX; the Technical Advisor, and Bechtel as the Delivery Partner).
Position Summary
The Assurance Delivery Manager provides leadership and overall cross delivery area guidance and he/ she is considered to be a member of the senior leadership team that forms the Systems, Engineering & Assurance central team that works across the entire OL program, bringing structure, standardization, efficiency and solution minded approaches to all delivery areas. He/ she provides the overall guidance to the assurance SME’s within the central SEA team as well as those that are deployed to the delivery segment areas.
Responsibilities
-Develops, owns and implements, throughout the Program, with support from the deployed teams, the OL Technical Assurance Plan and associated detailed processes and procedures
-Implements a program wide tool that is fully inclusive of all contract assurance requirements across, P3, PDB and DBB contracts, that captures the key assurance milestones allowing progress to be accurately tracked
-Works with the SEA leadership team to ensure that contract requirements are considered, planned and fully accounted for within our internal IPT processes
-Liaises with the Off-Project MX System, Safety & Assurance team, regarding any new/ revised MX Standards/ Guidelines that may be deployed to projects, and provides impact assessments for the SEA Director/ Delivery Director, Commercial Director and Program Director to consider
-Manages the task work that is to be performed by the MX ISA
-Manages a team of assurance SME’s with the central group, including FLS SME, Hazard log SME, RAMs, Safety & Security SME, etc, and is and functional lead to a team of deployed delivery assurance engineers within the delivery segments.
-Have good knowledge of CMREA and EN50126, and be able to clearly translate and articulate overall strategies to efficiently implement aligned approaches across varying contracts across the program
-Report on technical design for; risks, assurance review progress, non-conformities, departures and delivery conformance to both the SEA Director and Delivery Segment Directors.
-Ensure the Integration of the assurance systems and exploitation of data for assurance activities.
-Ensuring the technical evidence compiled through decision making is sufficient to withstand audit scrutiny.
-Working with the Interface Manager to ensure that the IPT and contractors collaborate with each other such that the systems, rolling stock and infrastructure interfaces are defined, designed and managed to meet the overarching OL Projects requirements and deliver the required level of 'whole system' performance.
-Participates in the System Safety Review Panel (SSRP) meetings
-Leads the Program assurance integration with adjacent programs, such as OnCorr.
-Maintain and publish, with support from the deployed interface management team, a set of Assurance metrics & reports that underpin Program Assurance quality and performance. Ensure these metrics are cascaded throughout and across all delivery areas and functional groups. 
-Advises senior leadership team of obvious discrepancies or trends that may be detrimental to the project. 
-Sponsors and supports the project schedule and automation development programs related to work execution. 
-Assesses the forums, as the project evolves, and makes strategic recommendations for the SEA Director, that should be implemented to ensure all contractors are engaged appropriately at the contractor, ISA, SSRP and MSCC levels. Upon agreement with the SEA Director, implements the agreed approaches.
 
Qualifications and Skills
Basic Qualifications
-A recognized degree or postgraduate qualification in science, engineering from an accredited university or equivalent qualification.
-Minimum of 20 years progressive experience in delivering rail projects.
 
Additional Qualifications
-Evidence of direct experience in managing and executing rail projects.
-Direct experience of Systems Assurance and Integration in rail (greenfield and brownfield) projects.
-Proven experience in a senior leadership assurance role delivering complex railway systems.
-Ability to promote & provide programme clarity and enhanced decision making through use of data analytics in an evolving programme environment.
-Good working knowledge of contracts.
-Ability to prepare clear strategic planning procedures and user-friendly templates to assist the multiple delivery units to execute with common approaches
-Broad knowledge of all phases of engineering, field activities, production techniques, building materials, and construction methods for development of various work areas.
-Excellent communicator, with the ability to persuade and influence external and internal parties.
-Build and maintain relationships, both internal and external at senior management and director levels.
