The Peace River Regional District includes four electoral areas and seven member municipalities, with a total population of approximately 60,000, covering a vast 120,000 square kilometer area.
Position Overview
Reporting to the General Manager of Community Services, the Protective Services Manager will lead the emergency and Protective Services functions by providing oversight and support to rural fire protection services provided directly by PRRD and through agreements with non-profit societies and member municipalities. The position effectively oversees, coordinates, and implements the rural Emergency Program, Regional 9-1-1, and Fire Dispatch Service.
Qualifications
The ideal candidate will have (See Job Description for complete list):
- A bachelor’s degree in a relevant subject area such as emergency management, fire services, business administration, etc. - plus a minimum of five (5) years’ experience in a local government leadership role in the areas of:
- Emergency management - development, implementation, management, and evaluation of emergency plans and programs.
- Fire services - both in operations and demonstrated experience in training, SOG, plan and policy development, ideally in a rural, volunteer, or composite department.
- Collaborative engagement - demonstrated experience in developing relationships with partners and supporting rural communities.
- Considerable knowledge of relevant legislation, regulations, and standards, such as: Emergency and Disaster Management Act, Local Authority Emergency Management Regulation, and the BC Emergency Management System (BCEMS).
- Fire Services Act, Fire Safety Act, the BC Fire Code, the BC Minimum Fire Training Standards (the “Playbook”) Occupational Health & Safety Regulation, and the Workers Compensation Act.
- NFPA 1001 Level 2, Fire Officer Training, and Emergency Management Certifications are considered assets.
- Diverse and comprehensive knowledge and understanding of fire, emergency, and disaster preparedness and response.
- Experience budgeting and monitoring expenditures to ensure fiscal accountability and compliance.
- Excellent communications aptitude and experience as an organizational representative.
Additional Information
Hours of work are Monday to Friday, from 8:30 am – 4:30 pm. The position requires additional hours to accommodate regular travel and evening/ weekend meeting commitments. A primary point of contact for emergency and disaster situations; works on-call on a rotational basis. This exempt position offers a competitive salary range of $104,970 - $123,494, benefits package, and an excellent team.
