Safety Regulations & Compliance Specialist

What you'll do

Our Safety Framework is the foundation for safety at BC Hydro. It guides the development of our safety processes and
programs and the safe execution of our work in a consistent, disciplined and
structured way.
As a member of the Safety Framework & Reporting team and key technical and project leadership role in Safety, the P4
Safety Regulations & Compliance Specialist will be focused on advancing and continually improving BC Hydro’s Safety
Framework (safety management system), including its governance and assurance, and enterprise-level safety reporting.
Responsibilities of this role include, but are not limited to:
  • Acting as project manager for high profile/impact/complexity Safety Framework improvement projects with cross-
functional, cross-organizational scope.
  • Developing project plans, including scope, budget, schedule and project team responsibilities in order to accomplish
project objectives.
  • Monitoring, managing and reporting on project progress and delivery, in order to meet required objectives and timelines,
including written communications and presentations to senior leaders.
  • Coordinating, aligning, and maintaining meaningful relationships with project resources and stakeholders, including
Safety, information technology, and end-user business groups.
  • Leading development, implementation, sustainment, assurance and continual improvement of safety governance, risk
management, compliance and assurance processes and systems across the enterprise, at the system, functional and/or
local levels.
  • Providing safety management systems and safety assurance technical leadership, specialist knowledge and strategic
advice to, and consulting with, senior leaders, functional managers, and risk managers across BC Hydro for safety risk
management systems, policies and compliance with associated regulations and standards at the organizational level.
  • Proactively engaging with internal stakeholders and external organizations such as regulators, industry peers and
technical communities to learn and share best practices, identify trends, represent BC Hydro’s interests, and assess the
implications of changes to safety management legislation, regulation and standards.
  • Providing oversight and guidance, in collaboration with responsible departments in Technology, in the development and
delivery of technology platforms and applications for safety and compliance management.
  • Leading or supporting internal safety audits of the Safety Framework.
  • Leading or contributing to enterprise-level safety reports including submissions to senior leaders, Board, regulators, and
Government.

What you bring

Must have:
  • University degree in safety, engineering, business, risk management; or a related discipline. Equivalent combination of
education and experience may be considered.
  • Minimum 10 years of progressive related experience in complex organizations, with emphasis on project or initiative
leadership, relationship management and technical leadership. Preference will be given to candidates with safety
management system and/or utility industry experience.
  • Experience with change management and a good understanding of how to determine and influence customer, internal and
external stakeholder expectations.
  • Strong knowledge of and experience working with risk management systems and standards, preferably safety
management systems and ISO/CSA Z45001.
  • Strong knowledge of and experience with organization-level policy and governance.
  • Strong knowledge of WorkSafeBC and other Safety Regulations.
  • Excellent relationship management, collaboration and interpersonal skills; demonstrated ability to negotiate and mediate
discussions to find value-add solutions.
  • Excellent written and verbal communication skills and ability to communicate with target audiences at all levels within the
organization; including strong presentation skills to convey complex technical issues to diverse audiences.
  • Strong analytical skills, with demonstrated ability to distill complex issues to highlight issues and provide actionable
recommendations in a concise manner.
  • Self-motivated with strong organizational skills, goal oriented and the ability to work effectively in a team environment as
well as individually.
  • Demonstrated project management and leadership skills.

Considered an asset:
  • Graduate level degree in a relevant field.
  • Experience leading and advocating for safety or other risk management systems.
  • Experience auditing safety management systems or other risk management systems.
  • Experience with safety or other risk management software implementation.
  • Experience leading business or safety process improvements, including application of Lean Six Sigma.
  • General understanding of the social, environmental, economic, political and regulatory environment in which BC Hydro
operates.
  • Knowledge of BC Hydro's structure and its operations.
