About Our Opportunity
Reporting to the Manager of Application Development and Production Support, the Computer Services Officer 3 (Senior Application Developer/Analyst) plays a pivotal role in the entire Software/System Development Life Cycle (SDLC). This includes designing, implementing, testing, deploying, and maintaining business applications across various domains for client departments and agencies.
The position involves close collaboration with other staff and stakeholders, ensuring that both new and existing business solutions, whether in-house developed or third-party commercial, align with client needs. Additionally, this role is responsible for adhering to government Information Technology (IT) methodologies, standards, and best practices in the development and maintenance of these solutions
Primary Accountabilities
-Providing day-to-day production and project support for business applications by adhering to the incident management workflow and support models.
 
-Understanding and identifying business needs and translating those requirements into technical documentation and efficient solutions.
 
-Designing & developing practical, effective, and secure custom applications to solve specific business problems.
 
-Contributing to the development of business applications and architectures, including reusable and standardized frameworks, libraries, and microservices.
 
-Designing data models and writing SQL scripts in accordance with our internal database design guidelines and standards. This includes migrating/converting data and providing data extracts as required.
 
-Implementing change requests to existing systems on an ongoing basis as assigned.
 
-Conducting feasibility studies to assist clients in acquiring commercial solutions. This involves analyzing business needs to ascertain if proposed 3rd party applications meet these needs and comply with government IT standards.
 
-Liaising among business units, corporate technology hosting teams, and/or vendors to resolve IT-related issues as assigned.
 
Qualifications and Experience
As the successful candidate, you will have a Bachelor’s degree in Information Technology or Computer Science coupled with three (3) years of related experience. Alternatively, if you have graduated from a recognized Information Technology Program, you should have three and a half (3.5) years of related experience. In certain cases, an equivalent combination of training and experience may also be considered acceptable. It's important to note that the related experience must include both application development and production support.
 
As the successful candidate, you have the following skills, training, and work experience:
-Demonstrated proficiency in application development, with a proven track record. This includes the ability to analyze, design, develop, maintain, document, test, and support both custom-built and commercial applications and integrations.
 
-Experience in full life cycle development with object-oriented design patterns and principles. Familiarity with Agile development methodologies and tools such as Visual Studio, JIRA, and GitLab.
 
-Proficient in .NET, C#, HTML/CSS/JavaScript.
 
-Experienced in working with frameworks and libraries like Bootstrap, jQuery, MVC architectures, web services/microservices, APIs, and REST architectures.
 
-Knowledgeable in database design and information/data security, with experience in Microsoft SQL and/or Oracle databases.
 
-Flexibility and adaptability in managing changing priorities and embracing new technologies.
 
-Strong time management skills, with the ability to balance multiple priorities under tight deadlines.
 
-High degree of analytical and logical problem-solving capabilities.
 
-Excellent interpersonal and communication skills in English, both written and verbal.
 
-Capability to work effectively both independently and as part of a cross-functional team.
