  • Position based at the Site C Dam Project

Project Overview

The Site Health & Safety Lead will plan, implement, monitor, teach and report on all aspects of HSE management for F&M Installations, subcontractors and affiliated companies. The Lead will work directly with the Site Safety team, the project manager, supervisors and workers in the strategic planning and implementation of project specific and overall corporate objectives that create a safe, healthy and sustainable work place. He or she will report indirectly to the Corporate Health & Safety Manager and will also provide support to create and implement systems that encourage environmental sustainability on the project site. This position is project based and the work schedule is usually 14/7. Flights and Accommodation are provided.

Responsibilities include but are not limited to the following:

1. Communication

  • Communicates the vision and the importance of health and safety practices and policies, and assumes an active and visible leadership role in on-going initiatives.
  • Functions as a resource in providing expert advice and problem-solving skills to the site construction superintendent, the project manager, supervisors and workers in solving issues and concerns related to the Occupational Health & Safety Regulation (OHSR).
  • Promotes safety culture by engaging, influencing, developing initiatives and leading change.
  • Assists with the development and delivery of daily tail board meetings and Site Safety coordination meetings if required.
  • Promotes the completion of safety Good Catch tickets and other proactive behavior-based initiatives.
  • Spends time in the field on a daily basis observing, coaching and working alongside field personnel.

2. Documentation

  • Assembles safe work procedures and job hazard assessments with subject matter experts for project specific work tasks.
  • Creates Exposure Control Plans
  • Creates Fall Protection and Confined Space Entry Plans
  • Works with the construction superintendent, the project manager and supervisors in conducting effective incident investigations based on root cause analysis.
  • Completes safety reports for client and FMI corporate review.
  • Coordinates monthly (at a minimum) inspection reports and job observations on the work site.
  • Assists the construction superintendent and project manager in developing and upgrading the Site Safety Management Plan (SSMP).
  • Scans and / or files all safety related documentation in an organized, efficient fashion. Examples include Start Cards, equipment inspection sheets, Good Catches.

3. Training and New Employee Orientations

  • Conducts orientations for new workers and subcontractors and maintains records of these inductions.
  • Works with the health & safety administrative assistant to coordinate employee training and record keeping.
  • Develops and delivers short coaching sessions and longer formal instruction on a variety of safety, health and environmental subjects.
  • Preparation and Planning
  • Conducts formal risk assessments prior to the commencement of and during project work.
  • Reviews sub-contractor safe work plans and job hazard assessments to ensure they meet FMI standards.
  • Observes, tracks and reports on subcontractor adherence to FMI OHS standards.
  • Demonstrates involvement in project scheduling to pre-plan and coordinate the work procedures and safety requirements for upcoming work tasks.
  • Provides recommendations in the development of short-and long-term strategies in project OHS&E management.

5. Injury Management

  • Works with the corporate injury management coordinator to implement proactive injury management strategies in facilitating stay at work (SAW) and return to work (RTW) processes and initiatives.
  • Conducts analysis of accident / injury data to identify the need for new or modified work processes.
  • Liaises with workers and site supervisors to ensure seamless graduated return to work transitions.

6. Additional Duties

  • Performs project safety audits, inspections and job observations, and advises workers and supervisors on identified risk exposure and potential controls.
  • Assists site management with environmental monitoring requirements and incident investigations. Ensures workers are familiar with environmental protection plans, spill kit contents and spill reporting procedures.
  • Performs duties outside the scope of the safety & health role to enhance site efficiency, personal credibility and site morale.
  • Conduct Fire Extinguisher inspections
  • Conduct fit testing for respirators as required
  • Maintain a full and complete first aid kit, ensuring the timely replenishment of supplies of all necessary Site Safety materials

Measurements of Performance:

  • Successful achievement and maintenance of site leading and lagging indicators.
  • Effective and efficient reporting and management of all incident investigations and corresponding corrective actions.
  • Effective verbal and written communication with site supervisor, foremen, FMI workers, client personnel, subcontractors.
  • Accurate and timely completion of all required reporting and documentation.
  • Displays professionalism in relations with immediate supervision, workers and clients.
  • Displays strong team work and team building skills.
  • Displays the ability to manage staff and projects, and exhibit flexibility in response to changes in priority.

Experience, Qualifications and Education:

  • Minimum 2 years work experience as a Lead in Occupational Health and Safety on Major Projects
  • Post-secondary graduate in Occupational Health and Safety at the technical college diploma level.
  • Possesses the academic background to eventually apply for CRSP or CHSC designation.
  • Experience in developing and delivering competency-based instruction and coaching.
  • Proven experience with MS software including Word, Excel & Outlook.
