JOB SUMMARY

The Supervisor, Regulatory Policy and Reporting is responsible for Ministry of Energy (MOE), Ontario Energy Board (OEB), Independent Electricity System Operator (IESO), and other federal and provincial government agency Regulatory Policy, research, and Reporting oversight, expertise and leadership to the organization, and ensures timely and accurate reporting, record keeping and policy implementation. The Supervisor, Regulatory Policy and Reporting monitors and analyzes regulatory policies that could impact the organization and identifies opportunities to advance the organization's interests through effective regulatory advocacy.

Working collaboratively with internal stakeholders, this position is also responsible for ensuring that all existing and new Policy and compliance requirements are effectively communicated, managed and executed by internal stakeholders.

MAJOR RESPONSIBILITIES

  • Actively participate in initiatives which promote awareness of regulatory and industry issues.

  • Ensure OEB, IESO, Statistics Canada and other related reporting requirements are executed in a timely, efficient and accurate manner.

  • Provide reporting to internal stakeholders on regulatory matters including Enterprise Risk Management, Internal Audit, the President's Report and Board Meetings.

  • Provide subject matter expertise and support to ensure reporting requirements are resilient, effective and add value to the business and broader regulatory environment.

  • Monitor and coordinate the completion of rate application reporting obligations and studies, as applicable.

  • Undertake internal stakeholdering to gather feedback and insights, and prepare responses to ongoing Regulatory Policy consultations and initiatives

  • Monitor key industry trends, undertake analysis, document and report findings and make recommendations based on evidence or outcomes.

  • Drive reporting efficiencies and insights through effective reporting strategies, procedures, accountabilities, stakeholder support and automated assessment tools.

  • Oversee the priorities, deliverables, training and development of direct reports, including the setting of annual personal development and business performance goals and the provision of feedback.

  • Initiate Requests for Proposals (RFPs), as applicable, and assist with the review and ranking of submitted proposals.

  • Develop business cases and manage third-party contracts, as applicable.

  • Keep appraised of and communicate ongoing developments within the regulatory and industry environments that may impact policy, rates and revenue and Reporting requirements and results.

  • As applicable, collaborate with the Electricity Distributors Association (EDA), Electricity Canada (EC), the Ontario Energy Association (OEA), the Coalition of Large Distributors (CLD), the Utility Standards Forum (USF), the Ontario Energy Board (OEB), the Independent Electricity System Operator (IESO) and the Ministry of Energy (MOE).

  • Work closely with operational divisions to ensure Policy and Reporting requirements are considered in associated business decisions.

  • Develop and prepare briefing notes, reports and recommendations with respect to policy proposals or outcomes.

  • Develop and maintain positive relationships with key functional stakeholders.

  • Assimilate complex financial, technical and operational information from stakeholders into a regulatory context.

  • Provide general support for regulatory applications, including writing application evidence and assisting in final review and compilation of evidence

  • Prepare and execute communications and change management plans regarding Policy and Reporting within the Divisional and corporate context

  • Support other functions within Regulatory Affairs, as needed.

  • Perform other related duties as required.

EDUCATION AND EXPERIENCE

  • Post-secondary education in Business Administration, Finance, Political Science, Economics, Law, Risk Management, or related discipline

  • Minimum three (3) years policy experience

  • Minimum five (5) years working in the energy or utility sector, or other regulated sector

  • An equivalent combination of relevant experience and training in a related field may substitute for academic requirements

  • Strong computer skills, proficient in the use of office productivity and collaboration tools, preferably G Suite

  • Regulatory reporting experience considered an asset

  • Ontario Energy Board Rate Application experience considered an asset

  • Team leadership experience in a workplace or external capacity considered an asset

  • Knowledge of file sharing and information management software platforms considered an asset

ADDITIONAL REQUIREMENTS

  • English essential, both oral and written; Bilingual (English/French) considered an asset

This is a management group opportunity and salary will be commensurate with qualifications.

Hydro Ottawa offers a Hybrid Work Model. Hybrid work is position specific, the details of which the hybrid model will be discussed with successful candidates.

$70,146.95

Pay Range Maximum:

$105,220.44
