RYGIEL Supports for Community Living is currently recruiting for full-time Supported Living Manager
Reporting to: Director, Supported Living
Hours: 37.5 hours per week (Perm. Full-Time)
Total Positions Available: 2

Position Summary
Reporting to the Director, Supported Living, the Supported Living Manager will be primarily responsible for managing the operations (i.e. program management and related administration) associated with Supported Living projects and services. The goal of these responsibilities is to ensure that individuals with intellectual and developmental disabilities who are in receipt of Supported Living services and support are living inclusive lives through their support networks and communities while being empowered and supported to exercise their rights and choices of citizenship.
Responsibility Overview
  • Strategic program and operational planning.
  • Development and leadership of projects and initiatives that align with Rygiel’s Supported Living program objectives.
  • Respects, implements, integrates, and upholds the principles of Diversity, Equity and Inclusion (DEI) into all practices and procedures.
  • Providing leadership, direction and management of day-to-day program operations, including, but not limited to:
  • Expanding the range of housing and support options for individuals in receipt of services and supports
  • Assisting with the establishment and strengthening of community connections and participation
  • Supporting staff development by identifying and supporting learning and development opportunities
  • Enabling access to resources that complement and enhance existing supports and services
  • Collaborating with internal (other programs) and external stakeholders (i.e., provincial/municipal government officials, healthcare partners, caregivers)
  • Effective program delivery and management of related resources and funding
  • Providing strategic operational leadership and direction to staff as necessary, and fiscal management

KEY RESPONSIBILITIES
Supported Living Operations
  • Supports the Director in managing the Supported Living day-to-day operations, maximizing operational effectiveness, and supporting organizational policies, processes and direction as well as key transformation projects as assigned.
  • Leads and participates in projects and activities directly related to Supported Living and is responsible for organizing, planning, and coordinating operational initiatives with multiple activities.
  • Contributes to the development of the Supported Living strategy and recommends actions to support the achievement of strategic goals for the department, analyzing and balancing needs of key stakeholders, market/funding opportunities, overall organizational strategic goals, and other relevant factors.
  • Convenes/facilitates/attends meetings or committees as needed, related but not limited to service stream leadership team meetings, job evaluation, pay equity, key strategic priorities, and other special projects.
  • Develop, lead or support the resolution of complex program management and/or operational issues, with a particular focus on Supported Living and aligning with organizational strategic priorities.
  • Performs and delegates on-call duty as required and is available (when not on-call duty) for the purpose of consultation and response in the event of an emergency relating to a residence and/or an individual in receipt of services and supports from Rygiel.
  • Monitors quality of service delivery, metrics and completes all required reports in a timely manner.
  • Ensures the goals and objectives of the organization are met and that services and supports meet the highest professional and quality standards, respect the dignity and rights of the people served, and meet the needs of all external stakeholders including the individuals served, their families, government ministries, funders and community partners.

Community Integration
  • Develops networks and sustains effective relationships with external stakeholders including Ministry partners, government officials within community, community agencies, and employers; meets with external stakeholders on a regular basis.
  • Works closely with other services and departments to identify and create opportunities for full participation within the community and appropriate access to programs and services for individuals.
  • Proactively identifies opportunities for community inclusion by engaging with local community members and groups.
  • Engages in collaborative problem-solving approach with individuals, staff, families, colleagues and Director to seek solutions for day-to-day issues as well as complex and contentious issues.

Financial Management
  • Supports the budget process for Supported Living, working closely with each designation cluster of locations/programs/communities.
  • Helps identify and evaluate financial needs for the department and at the cluster level; reviews program expenditures of all assigned cost centers to ensure effective use of all resources and fiscal accountability.
  • Exercises signing authority within prescribed organizational limits.
  • Conducts regular financial reviews of Supported Living locations to ensure that accurate financial records are maintained, and that Rygiel’s financial policy and procedures are followed.
  • Assists with payroll for staff under their supervision; works closely with Rygiel’s Financial Services and Human Resources to address any concerns.

Enterprise Collaboration
  • Facilitates formal and informal learning and development sessions for all Supported Living staff to help introduce new procedures or materials. This formal and informal learning and development is required to appeal to the interest and knowledge level of participants, through the promotion of an inclusive and engaging learning environment.
  • Manages project task teams within the Supported Living portfolio, which includes providing direction, assigning work tasks and projects, and ensuring staff perform optimally in accordance with the stated objectives of the team.
  • Ensures team is meeting individuals' needs, in a consistently inclusive, equitable, effective, collaborative and professional manner.
  • Develops and recommends short and long-term goals for the department that are consistent with program and organizational strategic objectives
  • Coaches and mentors' supervisors and proactively share and leverages knowledge of the sector and the individuals served; inspires team members to find creative ways to overcome obstacles and strive for continuous improvement.
  • Brings issues or concerns forward with respect to service quality, safety, staff learning and development, and performance to the attention of the Director, including recommended solutions to mitigate or eliminate the issue.
  • Maintains working knowledge of the Collective Bargaining Agreement and grievance procedures; escalates matters as needed.
  • Remains current and informed about all applicable legislation/policies and ensures that staff are also informed so that they are consistently applied and enforced; escalates and seeks guidance where unclear or required.
  • Works closely with other departments to ensure consistent practice and achievement of overall KPI’s, inclusive of reporting and identifying relevant trends related to KPI’s and other Service Data.

KEY RELATIONSHIPS
  • Families/Caregivers: Acts as liaison on behalf of families served by Rygiel Supports for Community Living, Ministry of Children, Community and Social Services, and other community agencies and programs.
  • Government/Ministry/Funders: Enables and supports Rygiel’s engagement with municipal councillors/staff at the local neighborhood/community level. Communicates with funders and the Licensors as outlined in funding agreements and contracts.
  • Community Partners: Actively collaborates with service providers and others to improve quality, accessibility, diversity, and availability of equitable and inclusive services.
  • Individual receiving supports/services: Timely responses to resolve escalations from front-line and supervisory staff.

QUALIFICATIONS
Education, Designations & Requirements
  • Bachelor's degree or diploma in a registered health care profession such as nursing, occupational therapy, physiotherapy, pharmacy, psychology or other related discipline.
  • Training and/or certification in Conflict Management and Resolution, Leadership, Disability Studies, Applied Behavioural Analysis an asset.
  • Current registration with their respective regulatory body/college.
  • A current and original copy of a satisfactory Vulnerable Sector Criminal Records Check is required upon the start of your employment.
  • Proof of Covid-19 vaccination is required.

Skills & Experience
  • Minimum of 3 - 5 years of related experience in a supervisory/management capacity, including experience coordinating, scheduling, and supporting organizational activities and projects.
  • Proven experience in risk management and project management.
  • In-depth knowledge of accreditation standards and regulatory requirements.
  • Strong analytical and problem-solving skills, with the ability to make sound decisions in complex situations.
  • Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
  • Demonstrated ability to lead and motivate teams, fostering a culture of excellence and continuous improvement.
  • Experience with leading teams in a unionized environment

Technical Skills & Knowledge
  • Strong knowledge in behavioural/developmental services.
  • Proficiency with technology including, but not limited to MS Office (Excel, Word, Outlook), and other software programs needed to produce documents, reports, databases, presentations and training.
  • Ability to collaborate and effectively work within a team environment.
  • Exceptional communication and de-escalation skills.

Working Hours & Work Environment
  • Position requires flexible work hours including evenings and weekends, including being able to work remotely or in a “hoteling” environment.
  • Emergency on-call as required.
  • Moderate- to fast-paced work environment with tight deadlines and multiple priorities.
  • Extensive computer and telephone use.
  • Must provide copy of both current ‘G’ driver’s license and proof of vehicle insurance, have access to own vehicle.
  • Travel between locations or to external stakeholders (i.e., funders, employers) will be required.

Sensory and Physical Effort
  • Occasional moderate sensory demands (i.e., scheduling, budget reconciliation).
  • Low physical demands.
  • Involves regular hours with flexibility, various physical actions of mobility are required, i.e.: driving, minimal lifting, standing, walking, reaching and bending. Moderate to maximum eye motion, wrist and digit motions. Concentration, memory and focus throughout the workday.
