Financial Leadership:
- Leads the development and strategy of annual operational budgets.
- In collaboration with external auditors and the Finance team, leads the annual audit processes.
- Leads the preparation of monthly and yearly financial statements with analysis
- Oversees DRHC's capital asset management and administration
- Responsible for regular monitoring and analysis of financial performance, including cash flow projections, external benchmarking, long-range forecasts and related analyses, and the establishment and maintenance of an effective internal control system.
- Builds external relationships with comparator organizations to enable regular organizational performance benchmarking.
- Regularly conducts comprehensive financial analysis to inform leadership planning and decision- making.
- Oversees annual allocations and funding process to support DRHC priority needs.
- Serves as key liaison with DRHC finance leaders on allocation of funds to specific projects/key initiatives.
Governance & Legal:
- Monitor all legal items involving the DRHC.
- Oversee the DRHC's insurance portfolio, including liability coverage and ensures appropriate insurance strategies are in place.
- Contract/Legal Document ReviewReviews and provides advice, including risk mitigation, on a broad range of legal documents including but not limited to Letters of Understanding, services agreements, data sharing agreements, procurement, construction contracts, and affiliation/education agreements.
Oversees the drafting and development of contractual and procurement documents, processes, and precedents to ensure risk mitigation for the organization and to establish best practices.
- Develops and reviews corporate by-laws, rules, and policies.
- Ensure that the DRHC complies will all legal and regulatory requirements.
Risk:
- Develop and manage DRHC's Enterprise Risk Management Program and processes including identifying and assessing risks, creating risk control plans, and participating on key committees. Ensure that the ERM program supports the strategic plan.
- Develop and manage risk reporting for senior management and the board of directors, ensuring compliance with internal policies and regulations.
- Remains abreast of requirements and policies under privacy (PHIPA-Ontario); (PIPEDA-Federal); the Income Tax Act, Ontario Corporations Act, Trustee Act and CRA policy.
- Responsible for design and establishment of internal financial controls for audit, legal and internal policy compliance
Capital Planning:
- Establish a comprehensive capital planning framework, including the identification of key capital projects.
- Lead the planning, budgeting, and execution of capital projects, ensuring they align with the organization's strategic goals.
- Evaluate and recommend new technologies and innovations to enhance facility management.
Administrative:
- Responsible for identifying policy gaps and initiating policy development and improvement.
- Provides leadership and workflow management to the finance and administrative teams.
- Oversees other office operation and administrative duties (i.e. facilities management).
- Carries out other duties as requested by the CEO.
- Works with the Ministry of Health, OHA, other providers and external stakeholders on projects, problems and issues of common concern and interest. Promotes strategic alliances and partnerships with other organizations and agencies to facilitate common goals and objectives.
